Dear Ms Milligan,
As you may know, I had a lengthy discussion with Portadown Housing Officer John
Hughes last Friday afternoon (August 26th 2016) at the 10 Churchill Park
property that I have been offered, as the first of the "maximum of three
reasonable offers" referred to in the letter I received from Housing
Executive Area Manager Denise McNally dated August 10th 2016.
Assuming I understood John Hughes correctly last Friday, he seemed to
believe that,
as a person who has been provided with "temporary/emergency"
accommodation by the Housing Executive, which I am at present living in,
I should request a "review" of the "10 Churchill Park" offer,
of the kind referred to in the letter I received from Housing Executive
Area Manager Denise McNally dated August 10th 2016. This is
because I feel the property at 10 Churchill Park is unsuitable for me,
on account of the fact that it is not "sheltered accommodation".
Consequently, I have decided not to accept the "10 Churchill Park" offer.
John Hughes stressed, that I should set out my decision not to accept
the "10 Churchill Park" offer, together with my reasons
for the "request for a review of my case" in writing, and send it to you
on or before Wednesday, August 31st 2016: at the very latest.
In
addition, John Hughes suggested that
a) I ask you to have my
Housing Executive records updated regarding the type of accommodation I
feel I now need, and
b) that I also ask you to be allowed to stay at my
present "temporary/emergency" accommodation in Newry,
until such time as I can be provided with "sheltered accommodation"
of the kind which is watched over (full-time) by wardens.

In connection with the above requests, I would be grateful if you could
please take account of the points I have listed under

1) On November 16th 2015 there was a murder attempt on my life
while I was a tenant at 31, Kilmorey Street, in Newry. Further
information relating to this matter, and my ongoing efforts to
deal with certain of its consequences, can be found in the

2) I feel I need to be living in an area where there are
voluntary organisations which provide
"group therapy" type
support for people like myself who are suffering from chronic
Post Traumatic Stress Disorder. Such voluntary groups are, as
far as I know, most likely to be found in areas that are
the most densely populated, such as, for example, in, or close
to, central Belfast, and other similarly sized cities.
Please know that the medical profession is apparently unable to
provide me with "talking therapy" of any kind for the chronic
Post Traumatic Stress Disorder I am suffering from; and, that I
have been informed by Consultant Clinical Psychologist Dr
Elizabeth McMonagle at Daisy Hill Hospital in Newry, on May 17th
2016, that this is because of the several unresolved legal problems I am
at present struggling with.

Evidence of the Post Traumatic Stress Disorder which developed in me
several years ago, can be found in the "To Whom It May Concern" letter
from my former GP in Omagh, Dr Michael McCavert, a copy of which I am including
with this email as an electronic attachment.
Please know that I have asked my present GP, who is Dr John Radcliffe at
the Meadowlands Surgery in Newry, for a written update of Dr McCavert's
October 2005 assessment of my mental health, based on the much more
recent psychiatric assessments carried out on me by Consultant
Psychiatrist Dr Mark McCauley, and Consultant Clinical Psychologist Dr
Elizabeth McMonagle, who both work at the Daisy Hill Hospital in Newry.
Additional information regarding my request for this new Daisy Hill
Hospital psychiatric assessment of me, in addition to information on other
physical medical issues of mine, which include an extremely high "PSA
Count (prostate cancer indicator)", can be found in the texts of
two registered letters I have sent to Dr John Radcliffe GP, and his two
GP colleagues at Meadowlands Surgery. Scanned copies of the two

To date, I have not received any
reply of any kind from anybody at Meadowlands Surgery to either

As a consequence of I not hearing anything from anybody at
Meadowlands Surgery regarding these two registered letters, I have no way of knowing if any of the
three GPs (General Practitioners) working in Meadowlands Surgery
are aware of the existence, let alone the contents, of these two
registered letters, dated April 26th 2016, and August 1st 2016.
3) I am still finding it extremely difficult to find legal
representation of the kind I believe I very badly need, and am legally
entitled to.
Evidence of this, which includes mention of a recent threat
received by me, from Mr Ronan McGuigan LL.B of "McGuigan Malone
Solicitors" in Newry, to take legal action

4) I am concerned about the possibility that, soon after
changing address, I will be asked to fill out (and sign) new
application forms for Housing Benefit, and possibly for
Pension Credits as well. My concerns relate to the manner in
which "unsecured loans" are possibly being treated by the
Housing Executive, and by the Pension Service as well maybe.

Last Friday, Portadown Housing Officer John Hughes seemed to me
to be
of the opinion that, in connection with my moving to a new
address, I will most likely only be asked to sign a
very simple "Change of Address" form, and nothing more
than that. Any
written confirmation confirming this, which you might be able to provide
me with, would be much appreciated: having due regard for the
fact that, at the present time, I still do not have any
professional legal
representative to advise me regarding this matter, or on any other legal matter.
5) In connection with this request for a review of my case, I feel I should also
point out that, for several years now, I have been, and still
am, the full legal owner of a three bedroom
detached bungalow, located on a site of almost one acre, in the
village of New Inn, County Galway, in the Republic of Ireland:
which I would very much like to be able to return to, as soon as
possible, for the purpose of making it habitable again. The property itself, and the
site it stands on, are both in a derelict state at the present
time.
However, and in so far as I am aware, there is an
extant warrant
for my arrest in the Republic of Ireland. I have tried,
among other things, to get
written confirmation of this using the email, and the registered
letter (both dated July 9th 2015) I sent
to the Clerk of the District Court (Josephine Mulherin) in Loughrea,
County Galway, and to Judge Geoffrey Browne, the judge who, I
understand, issued the warrant for my arrest on July 8th 2015. A copy of

More recently, beginning on October 19th 2015, I sought legal help
from Newry based lawyer Ms Louise Moley LL.B, of "McGuigan Malone
Solicitors" in Newry. This was mostly for the purpose of I trying
to bring about the circumstances which would enable me to be
able to return safely (i.e. without the risk of being arrested and
imprisoned) to the Republic of Ireland. Evidence of this

Unfortunately, it was this October 19th 2015 attempt of mine to
find legal help, which has now resulted in
the threat of legal action being taken against me, by Mr Ronan
McGuigan LL.B, which is referred to at "3" above.
6) Finally, I feel I should make it clear that, as far I am
concerned, the allegations that have been made by public
officials in the Republic of Ireland, which claim that I have committed
crime in the Republic of Ireland, are totally false; and, in
reality, nothing other than a ploy to deflect attention away
from the government wrongdoing I am trying to expose. Through
their efforts to criminalise me with these completely false allegations,
and the use of a
"Kangaroo Court" type of court hearing, they can very
easily criminalise and discredit me,
and thus undermine all of my very time-consuming, and very expensive (in more ways
than one) efforts of the past 18 years or so, to expose the
forms of government wrongdoing I am attempting to challenge.
The wrongdoing by public officials in the Republic of Ireland,
which, in my opinion, includes all, or almost all, of the entire membership of
the three main branches (Executive, Legislative, and Judicial)
of the Republic of Ireland governments of recent decades, which I
have referred to in the paragraph immediately above, involves,
among other things, a long string of major violations of Article
6.1 of the Constitution of the Republic of Ireland, or "Bureacht
na hEireann" as it is sometime referred to, and which is
of course the
Supreme Law of the Republic of Ireland.
