District Court Judge Geoffrey Browne.

I am writing this letter to you because
Guard (Republic of

Brendan Keys (GA 520) advised myself, my
brother (Gerald Finnerty), and my half-sister (Marjorie Dolan), last
Sunday (March 29th 2015) that he strongly believed I should do so.
At approximately 5.15 pm last Sunday Guard Keys wedged an envelope
containing a summons between the door, and the door-jamb, of the front
door of my brother's home (where I am at present living): despite a
number of requests, made by me from an upstairs window, that he not do
so.
Some weeks ago, and as a result of a long string of very worrying
reports I received from my brother, over a period of several weeks
dating back to late December 2014, I placed two A3 size copies of a "To
Whom It May Concern" letter written by Dr Michael McCavert GP on the
front door of my brother's home: one covering the door-knocker, and one
covering the letterbox.
Guard Keys was accompanied Guard Loretta Cregg (GA 116), and they
informed me that they both felt obliged to completely ignore the entire
contents of the above mentioned "To Whom It May Concern" letter: because
they felt they had to obey the instructions of their senior officers as
a matter of top priority.

Minutes after Guard Keys and Guard Cregg had departed in their car, I
went directly to my half-sister's home (where my brother is at present
living), and asked them both to take the envelope from the front door,
and to return it to Loughrea Garda Station on my behalf.
My brother and half-sister took the envelope back to Loughrea Garda
Station at approximately 7 pm last Sunday, and the person on reception
arranged for Guard Keys to talk with them. Guard Keys, in effect (as I
understand it), advised my brother and my half-sister that their efforts
to return the envelope were entirely pointless and futile.
At approximately 11 am last Sunday I went to the Accident and Emergency
Unit of Portiuncula Hospital in Ballinasloe, and (at different times
throughout the night and early morning) was attended by Nurse Gene Nevin,
Dr Obi, and Dr Ajid. (Please note that I'm not sure if the spellings of
the names "Obi" and "Ajid" which I am using here are exactly correct,
and this is because different members of staff I have spoken to at
Portiuncula Hospital, and at the Ballinasloe Day Hospital, have given me
different spellings for both of these names.)
Dr Ajid, who I understand is a member of a psychiatric team headed by
Consultant Psychiatrist Dr John Eugene MacKen, carried out a formal
psychiatric assessment of me (between the hours of approximately 4 am
and 6:30 am) last Monday morning (March 30th 2015).
Shortly before leaving the hospital (at approximately 6.45 am last
Monday), Dr Ajid informed me that he considered my situation to be so
serious that he had just phoned Consultant Psychiatrist Dr John Eugene
MacKen to discuss my situation with him (and stressed the fact that this
meant he had to reluctantly wake up Dr MacKen and disturb his night's
sleep); that he would straightaway fax his assessment notes to the
Ballinasloe Day Hospital; and, that I should expect to be contacted by
the Day Hospital sometime later that same day.
I was not contacted by the Day Hospital on Monday, March 30th 2015.
Neither was I contacted by the Day Hospital on Tuesday March 31st 2015.
When I had still not been contacted by Day Hospital by lunchtime
yesterday (April 1st 2015), I phoned the Day Hospital and spoke to
receptionist Mary Egan, and later to Dr Deirdre Mulryan. Dr Mulryan
informed me that the Day Hospital had received the psychiatric
assessment notes which Dr Ajid had faxed to them early last Monday
morning; but, that she and her team colleagues decided not to contact me
regarding them. Although Dr Mulryan did provide me with a reason for not
contacting me regarding them, the reason she gave me makes absolutely no
sense whatsoever to me. The reason Dr Mulryan gave me (for not
contacting me about the notes) was that she and her team-colleagues at
the Ballinasloe Day Hospital felt that doing so would constitute an
"encroachment" on me.
Guard Keys has advised me (and my brother and half-sister) that "under
the rules of the District Court" my brother and half-sister can attend
the Court on my behalf, for the purpose of a) explaining to the Court
that, because of the poor state of my health I feel I cannot sensibly
attend the Court on April 6th 2015; and, b) to deliver a letter from me
to the Court on April 8th 2015 which makes reference to my ill health.
Since around 1999, I have used a number of Internet web sites (as
diaries of sorts) to keep track of the events which eventually resulted
in the set of C-PTSD (Complex-Post Traumatic Stress Disorder)
psychological injuries I am at present suffering from, and which are
mentioned by Dr Michael McCavert GP in the "To Whom It May Concern"
letter referred to above.

I am copying this email to Health Service Executive Consultant
Psychiatrist and Acting Clinical Director of East Galway Mental Health
Services Dr Margaret O'Grady, and to Dr Mulryan (Ballinasloe Day
Hospital), in the hope that they will be able to provide me with a copy
of Dr Ajid's psychiatric assessment notes (referred to above), which I
would like to include with the letter I intend to give to my brother and
half-sister to take to Loughrea District Court on April 8th 2015. I
discussed this matter with Dr Mulryan on the telephone this morning, and
she informed me she will check with her team-leader, who I understand is
Consultant Psychiatrist Ms Feeney, and contact me later today to let me
know whether or not I can be provided with a copy of the "psychiatric
assessment notes" in question.
I would also like to state that if Dr Ajid wished to provide evidence to
the Court in connection with my "psychological assessment" meeting with
him in the early hours of last Monday (referred to above), I would be
happy for him to do so. I'm stating this here because Dr Ajid seemed
very willing and anxious to try his best to help me, and appeared (to
me) to be absolutely totally convinced that he and his medical
colleagues could actually do so.
My brother and half-sister have both already agreed to attend the Court
on my behalf on April 8th 2015, and to deliver to the Court the letter
from me which Guard Keys has suggested (referred to above), and which
hopefully will include a copy of Dr Ajid's "psychiatric assessment
notes" relating to me.
Finally, I would like to point out that a full copy of an email I sent
to the Garda Siochana Ombudsman Commission dated August 30th 2014, which
I copied to Garda Sergeant Bridget Shelly in response to her request to
me for a written statement relating to the alleged offence I have been
