In connection with an alleged charge of
"assault against a police
officer", taken against me by
Guard (Republic of Ireland
Police Officer)
Brendan Quirke QA 517 last
Wednesday (July 16th 2014),
at
Barrack Street Garda Station,
Loughrea, County Galway,
Republic of Ireland, I have been advised by local lawyer
Sheenagh MacCarthy,
Partner and
Accredited Mediator &
Consultative Lawyer at
Loughrea Law-Firm "F.G. MacCarthy,
Solicitors", that under no circumstances could she provide me with
any assurance whatsoever that she would be able to use any of the large
array of national and international legislation based on the
United
Nations Universal Declaration Rights in connection with my defence.
I was thinking (in particular) of pieces of "human rights" legislation
such as (for example) Article 47 of the Charter of the Fundamental
Rights of the European Union.
As evidenced by the registered letter I sent on
December 21st 2009
to
Baroness Catherine Ashton of Upholland, High Representative of the
Union for Foreign Affairs and Security Policy, and Vice-President of the
European Commission, I have been trying for a very long time now to
find an
"effective remedy" (of the kind associated with Article
47 of the Charter of the Fundamental Rights of the European Union) for
the now large, and still growing, set of difficulties I have been been
experiencing (since mid-1998) in connection with a diverse range of
efforts of mine to challenge -- by peaceful and lawful means -- what I
have gradually come to think of as the phenomenon of
"Government Corruption, Crime, Cover Ups, Bullying, and Impunity".

former UK Prime Minister Gordon Brown MP, and to
former
Republic of Ireland Prime Minister Brian Cowan TD), together with
scanned copies of the associated Post Office receipts, can be viewed at

Unfortunately, and despite a number of reminders, I have never (to date) received
any reply of
any kind -- not even an
"acknowledgement of
receipt" -- from Baroness Ashton to my registered letter to her of
December 21st 2009 (referred to in the paragraph immediately above):
which has long since been a source of deep concern for me, and which has very
significantly been added to last Wednesday, by
Sheenagh MacCarthy's
stated inability to
be able to provide me with any assurance whatsoever that she would be
able to use any "human rights" law in connection my defence. It was
entirely for this reason, and none other, that I refused to sign the
form (last Wednesday) which I understand she needed me to do: in order to be paid for her visit (on
my behalf) to Loughrea Garda Station last Wednesday evening.
For much less obvious, and far more indirect reasons, I also refused to
sign the form that
"I had not been abused in any way while being held
in police custody in Loughrea Garda Station": and this was entirely
because of the fact that, despite the way I have provided the Republic
of Ireland Police with an enormous amount of evidence of what I see as
"government wrongdoing" since mid-1998 or so, nobody (that I know of) has ever
been charged with any offence in connection with my evidence. Though the evidence in question was added
to (by me), through the use of a "marked-up" copy of an "e-mail printout"
I provided
Guard Quirke QA 517 with last
Wednesday
(July 16th 2014),
just moments before he decided to arrest me
in New Inn village, none of the police officers ever made any reference to it last
Wednesday (while I was in their custody).

Apart from the difficulties related above, I would like to make it clear
that I have no other complaints to make in connection with the way I was
treated while in police custody at Loughrea Garda Station last Wednesday
evening. Also, I would like to take this opportunity to thank
Guard
Murray (and his Garda colleague who replaced him at the end of his
shift) for the very professional way they both handled all other matters:
particularly regarding my request to be allowed access to a lawyer, and
to a medical doctor, during the period I was in police custody last
Wednesday. It is
also the case that apart from the worrying problem (for me) relating to her
inability to provide me with any assurance relating to the use of "human
rights law" (based the the United Nations Universal Declaration of Human
Rights) in my defence, I have no other complaints to make about
Sheenagh MacCarthy (Lawyer), who at all times appeared to me to be a
very pleasant, and a very easy to get along with type of person.
Before ending this e-mail, I feel I should very briefly mention that the main
reason I contacted the guards at Loughrea Garda Station last Wednesday,
had to do with the fact that I noticed (last Wednesday morning) that
somebody had painted over a fairly large section of one of the front
windows of my home (which is at present semi-derelict and unoccupied) in
New Inn village. The purpose of the black paint (used on the window) was
to cover up a sign which carried the address of one of the www sites I
have been using for several years now, and which is called:

It would be much appreciated if you could please provide me with a
written explanation as to why
Sheenagh MacCarthy (Lawyer referred
to above) was unable to let me have any assurance that she could use
some of the national and international legislation based on the
United Nations Universal Declaration Rights for my
defence:
having due regard for the fact that, in so far as it is possible for me
judge, based on years of my own failed efforts of trying to find a
"human rights lawyer" to act on my behalf, the problem has (I strongly
suspect) little or nothing to do with
Sheenagh MacCarthy
personally? My lengthy experience with such matters very strongly
suggests that every honest lawyer in the
Republic of Ireland, at the present time, would advise me in the same
way (more or less) regarding the use of "human rights law" for my
defence, that
Sheenagh MacCarthy advised me last Wednesday
evening: assuming, that is, that I could
ever find any Republic of
Ireland lawyer who was willing to even discuss the "human rights law"
matter with me, in circumstances
other than I being in police custody
(in the way I was last Wednesday).

"human rights law unavailability problem", at your earliest convenience
