Dear Sir / Madam,
RE: REVIEW OF YOUR CLAIM ID REF: 37202, DECISION ID: 38329, AND WILLIAM
FINNERTY, NATIONAL INSURANCE NUMBER YH615974D:
Thank you for the letter dated May 31st 2017 from the Manager, which was
unsigned.
As your May 31st 2017 unsigned letter to me contains no direct mention of the
letter I sent to you through the registered post on May 27th 2017, I
have no way of knowing if you (i.e. the person responsible for reviewing
my case) has received it. That being so,
please know that I have placed a scanned copy of my May 27th 2017 to you,
together with scanned copies of the associated Royal Mail receipt, and
the Royal Mail "Proof of Delivery" note, at the following www location:
http://www.humanrightsireland.com/AntrimJobsAndBenefitsOffice/27May2017/RegisteredLetter.htm
I also copied to you an email I sent to Welfare Adviser Damien O'Boyle
at Ballynafeigh (Belfast) Community Development Association (BCDA), and to the
Law-Firm of E&L Kennedy (Belfast) on May 29th 2017. In case that you
might also not be aware of that email, please know that there is a slightly
edited copy of it at:
http://www.humanrightsireland.com/AntrimJobsAndBenefitsOffice/29May2017/Gmail.html
and, an unedited "Gmail PDF" copy of it at:

PHONE
Please know that although I do have a mobile phone, the only reason I
have it is
so that, if necessary, I can use it in emergencies for the purpose of
making outgoing calls. I do not normally answer incoming calls, and this is
because I wish to avoid receiving unwanted and unhelpful calls from
people who seem to have little or no knowledge or understanding of the
chronic PTSD (Post Traumatic Stress Disorder) I am suffering from. I
have found that such people are inclined to say things to me in
conversations which exacerbate, sometimes in major ways, the symptoms of
this PTSD medical condition; and, where the symptoms in question can
include bouts of depression involving suicidal thoughts. In connection with this aspect of
my present difficulties, please know that I am still not receiving any
treatment from the medical profession for this PTSD problem, and that I have still not received any reply of any
kind from anybody at Meadowlands Surgery to either of the registered letters at the
following www locations:
Registered Letter #1 (April 26th 2016):
http://www.humanrightsireland.com/MeadowlandsSurgery/26April2016/RegisteredLetter.htm
Registered Letter #2 (August 1st 2016):

"PTSD RELATED" LETTER FROM CRAIGAVON HOSPITAL CONSULTANT MR ANTHONY
CLACKIN MD FRCSI:
http://www.humanrightsireland.com/HSE/14February2017/Letter.htm#Reply
Allowing for the overall situation outlined above in this section,
I would be grateful if you could please proceed with your review of my case
using the written information I have sent to you #1) in the registered
letter (dated May 27th 2017) referred to above, #2) in the email (dated May 29th 2017)
referred to above, and #3) in this email (dated June 7th 2017).
Should there be any additional information you require from me, please
know that if you write to me regarding it, I am happy do my best to
provide you with it as soon as I can: having due regard for the fact
that bouts of "chronic fatigue" are one of the other PTSD symptoms I have been suffering from, on a very regular (almost daily) basis, for the past 17 or so years now.

EARLIER CORRESPONDENCE
With further reference to my May 27th 2017 registered letter and my May 29th 2017
email to you, both referred to above, you may wish to take account of
the following matters in connection with your review of my case:
1) I have still not received any acknowledgement of receipt from The Law
Society of Northern Ireland for either of the letters I sent to them
through the registered post on April 8th 2017 and May 18th 2017.
Consequently, I have no way of knowing if the person (Mr John Mackell) dealing with my
case at The Law Society of Northern Ireland has received them or not. Copies of the two
registered letter in question can be viewed at the following www
locations:
May 18th 2017 registered letter to Mr John Mackell at The Law Society of Northern Ireland:
http://www.humanrightsireland.com/NorthernIrelandLawSociety/18May2017/RegisteredLetter.htm
April 8th 2017 registered letter to Mr John Mackell The Law Society of Northern
Ireland:
http://www.humanrightsireland.com/NorthernIrelandLawSociety/8April2017/RegisteredLetter.htm
2) My email to you dated May 29th 2017 (referred to above) was copied to
the Northern Ireland Pension Service using their PENSIONSERVICE@nissa.gsi.gov.uk
address. I mention this here because the "Nil award direction"
decision referred to in
your letter to me of May 31st 2017 suggests to me that your decision to
turn down my original application was entirely based on an earlier "Pension
Credit Assessment".
LegalRight
3) To date, I have not heard anything from E&L Kennedy (Belfast Law Firm) in
connection with my hope, as expressed in my May 29th 2017 email to you, that one of the professional lawyers there might provide me with
"legal representation" of the kind
which recognises the factual existence of the text of Article 47 --
RE: "Right to an effective remedy" -- of the
CHARTER OF FUNDAMENTAL RIGHTS OF THE EUROPEAN UNION: "legal
representation" which I have
made numerous efforts to find since this EU Charter came fully into force
in December 2009, among the more recent of which has directly involved Mr John Markell at
The Law Society of Northern Ireland (referred to above).
In so far as I
have been able to establish, and I hope some qualified government lawyer will
correct me (in writing) if I am in error, the Government of the Republic of
Ireland, and the Government of the United Kingdom of Great Britain and Northern Ireland, both have a legal duty --
since December 2009 -- to ensure that I, and all other citizens of the European
Union have the right to professional "legal representation" of the kind which
"has what it takes" to challenge "wrongdoing by public officials
and bodies" in their respective courts of law.

In connection with the above, it would be much appreciated if you could please advise me in writing
regarding my May 27th 2017 request for a review of your decision
relating to my May
4th 2017
Application for a Discretionary Grant.
Yours faithfully,
William Finnerty.
