Thank you for your letter dated May 5th 2017.
I would like to appeal the decision that I am not entitled to any help
from the Discretionary Support Scheme. As you may know, Welfare Adviser
Damien O'Boyle at Ballynafeigh (Belfast) Community Development
Association very kindly helped me, from his office (over the telephone), to make my May 4th
2017 application for Discretionary Support. At the time I did not have
any access to my own PC, and I was unable to provide him with the debt
information I now include in Section 7 below.
Unfortunately, the difficulties connected with my situation, which have
been “developing” since 1998, have grown and multiplied in a way that I
now find it completely impossible to communicate effectively regarding
them through conversation alone.
In connection with this appeal, I believe it might help to provide you
with an outline account of some of the more recent events leading up to
the present time, which I am setting out in the list below.

1) I came to Newry (Northern Ireland) in early July 2015 because
I had reason to believe that there was an extant warrant for my arrest
in the Republic of Ireland, which was in connection with completely
false allegations from public officials and bodies in the Republic of
Ireland that I had committed crime there; and, which I believe would
almost certainly have resulted in I being corruptly criminalised
(through the use of a Kangaroo Court), fined, and possibly imprisoned in
the Republic of Ireland: if I did not leave there very rapidly. Although
I have never been provided with any tangible evidence of the arrest
warrant in question, which I understand was issued on July 8th 2015 by Judge
Geoffrey Browne, I nevertheless continue to believe that it does
exist: which is why I continue to live, some 22 MONTHS or
so later, in "FORCED EXILE" (as I see it) in
Northern Ireland. Further information relating to this extant warrant
for my arrest can be found in the email dated July 9th 2015 to the Clerk
of Loughrea District Court (Republic of Ireland) and Judge
Geoffrey Browne, a copy of which can be viewed at the following www

Please know that, as well, I sent a "printed and signed" copy of the
email at the www location just above through the registered post to
Ms Josie Mulherin, the Clerk of Loughrea Court, also on July 9th

To date, please know that I have never received any written reply of any
kind from anybody connected with Loughrea District Court, or from any
other public official or body in the Republic of Ireland, or from the
Finnerty family lawyer (Brendan Glynn) from law-firm Patrick Hogan & Co who was supposed to be
representing me in court on July 8th 2015 but who failed to
turn up, to the email and registered letter (both
dated July 9th 2015) at the www locations provided immediately above.
You may wish to note that the email of July 9th 2015 referred to above
was copied (using the same email) to several lawyers and police officers
in the Republic of Ireland, including Chief Justice Susan Denham
and Chief Police (Garda) Commissioner Noirin O'Sullivan.
It seems to me that it has now become a very well established trend for
public officials and bodies to
COMPLETELY IGNORE
the entire contents of letters sent to them by email and through the
registered post. For a number of reasons, I find this trend extremely
disturbing, and I believe it has played a major role in both creating
and in sustaining the chronic Post Traumatic Stress Disorder I have been
suffering from for several years now, and which I am still not receiving
any medical treatment for: despite a number of consultations, since July
2015, with a consultant psychiatrist (Dr Mark McCauley), and a
consultant psychologist (Dr Elizabeth McMonagle) at Daisy Hill Hospital
in Newry.
2) Under the terms of Article 18 ("Right to asylum") of
the CHARTER OF FUNDAMENTAL RIGHTS OF THE EUROPEAN UNION, I
believed -- and I continue to believe -- that I have a right to seek
asylum in Northern Ireland: which was the main
reason I came to Northern Ireland in July 2015. As I understand it, the
CHARTER OF FUNDAMENTAL RIGHTS OF THE EUROPEAN UNION came fully into
force in December 2009.
To date, my efforts to seek asylum in Northern Ireland have all failed
completely.

3) Numerous efforts of mine which date back several years, both
in the Republic of Ireland and in Northern Ireland, to get legal
representation of the kind which recognises the factual existence -- in
practical ways -- of Article 47 of the CHARTER OF FUNDAMENTAL
RIGHTS OF THE EUROPEAN UNION have also all failed completely, to date.
Consequently, I still do not have any legal representation. Far more
worrying for me is the fact that I can see no possibility, at the
present time, of I ever getting any legal representation of the kind
which recognises -- in practical ways -- the Article 47 principles set
out in the CHARTER OF FUNDAMENTAL RIGHTS OF THE EUROPEAN UNION.
Consequently, I feel "trapped for ever" (as it often appears to me) in
my present situation: which, at times, seriously exacerbates the
symptoms of the chronic Post Traumatic Disorder I am suffering from, but
still not receiving any medical treatment for.

4) Last year (i.e. 2016), I sought help from the Newry office of
one of Northern Ireland's main political parties regarding the very
long-standing difficulties I was having, and continue to have, with
finding legal representation of the kind which recognises -- in
practical ways -- the factual existence of the CHARTER OF FUNDAMENTAL
RIGHTS OF THE EUROPEAN UNION, and I was very strongly advised that a)
“it was not a political matter”, and b) that I “should
contact The Law Society of Northern Ireland”, which I later did last
year.
5) I am at present waiting for written acknowledgements of
receipt from The Law Society of Northern Ireland -- which I
have a very strong feeling I am probably never going to be provided with
-- for the two registered letters referred to at the following two www

The main reason I am including information for you regarding these two
registered letters to The Law Society of Northern Ireland is because
they contain a considerable amount of up-to-date information on the
ongoing difficulties – some of which I view as disgraceful and
completely outrageous – which I am experiencing in
connection with the legal and medical help I have long felt I am very
badly in need of, and which you may wish to consider in connection with
this appeal. I also have a very pressing need for financial help, which
directly relates to my long-standing need to repay – in full -- the
money that my brother (Gerald Finnerty) and half-sister (Marjorie Dolan) have kindly loaned me, which, as
explained below, amounts to Euros 80,000 in total.
6) With reference to what I understand is your only reason for
rejecting my Discretionary Grant application of May 4th 2017, please
know that I do not believe it is accurate, for anybody who considers my
overall financial situation in a holistic manner, to view me as a person
who has overall assets of £21,926.79, which is the sum referred to in
your letter to me of May 5th 2017.
This is because of the money I have been borrowing, and still owe, to my
brother (Gerald Finnerty) and my half-sister (Marjorie Dolan), against
my now derelict home in County Galway (Republic of Ireland): which,
incidentally, I would very much like to be able to return to, and make
habitable again. This need for me to borrow money from my brother and
half-sister was entirely the result of
the unrelenting refusal -- over a period of several years -- by public
officials and bodies in the Republic of Ireland to pay me my old age
pension, and other disability payments I was entitled to by law in the
Republic of Ireland. Should you require it, more information on this

In reality, my financial liabilities far exceed my financial assets,
when full account is taken of the present monitory value of everything I
am the legal owner of, is deducted from my present financial debts to
my brother (Gerald Finnerty) and half-sister (Marjorie Dolan).
7) SPECIFIC ASPECTS OF MY BORROWING AND PRESENT DEBTS TO MY
BROTHER AND HALF-SISTER
Sum owed in September 2015: Euros 65,000 in total.
Sum owed in May 2017: Euros 80,000 in total.
The sum of Euros 80,000 just above is made up of the Euros 65,000 sum
owed by me to my brother and half-sister up to September 2015, plus an
additional Euros 15,000 borrowed by me from my brother (Gerald Finnerty)
since September 2015, through monthly loans paid into my Allied Irish
bank account in Ballinasloe, County Galway, Republic of Ireland.

NORTHERN IRELAND HOUSING EXECUTIVE INFORMED
The Housing Executive were informed by me about the fact that I was
borrowing money against my home in County Galway via a registered letter
sent by me to Northern Ireland South Area Housing Benefit Manager Mrs
P. Cartmill on September 17th 2015.
