Thank you for your email dated May 19th.

Based on what I have been told by the advisers I have spoken with, who (as far as I know) are not qualified lawyers, it is my understanding that provided the Northern Ireland Appeals Service finds in my favour -- in connection with the appeals I have submitted to them relating to the cancellations of my Pension Credit payments, and my Housing Benefit payments, in 2019 -- that my rent arrears will be paid in full directly to Radius Housing by the Belfast Housing Executive. On account of this, I feel I should not do anything regarding my rent arrears which would pre-judge the outcome of the appeals process, at a time when, to the best of my knowledge, neither of the two appeals processes in question have yet been completed.

I would of course be much happier if my understanding of the general situation (as stated in the paragraph just above) was based on advice received directly from a professional lawyer. Unfortunately, I still do not have any access to proper professional legal advice, or to proper professional legal representation, of the kind which recognises and supports -- in meaningful, practical ways -- human rights law, constitutional law, and international law.

I would like to take this opportunity to point out to you that the fact I still do not have any access to proper professional legal advice and representation, has been causing an enormous amount of problems for me, and for some close relatives of mine, throughout the past 23 years or so, which appear to me to have been very largely avoidable. The set of problems I refer to includes the fact that I still cannot make any meaningful progress regarding the matter of securing the loans from my brother (Mr Gerald Finnerty) and half-sister (Ms Marjorie Dolan) against my home in the Republic of Ireland, which now total approximately €107,000:00. Please know that the difficulty for me in finding proper professional legal advice and representation dates back many years, and evidence of this can be found in the contents of the letter dated December 13th 2005 to former Northern Ireland Justice Minister David Hanson MP, which was written on my behalf by Senior Social Worker Gerard Madden. Part of the text reads as follows:

"His efforts to secure proper legal representation have been thwarted at every turn and Mr Finnerty is firmly of the belief that this situation is a serious breach of his rights under Article 6 (3) (1.b.c.) of the European Convention of Human Rights."

Correctly or otherwise, I have long believed that the way I continue to be "thwarted at every turn" in connection with my ongoing efforts to find proper professional legal advice and representation, is in all probability the work of "individuals and public officials and bodies" who continue to be unhappy about my efforts to expose "environmental wrongdoings" (and other financially related issues) which my former GP, Dr Michael McCavert, referred to in his "To Whom It May Concern" letter dated October 28th 2005. I would like to point out that one of my more recent efforts to try to expose wrongdoing "by individuals and public officials and bodies" using the "Social Media" forms of communication, and which the "Main Stream Media" often tends to report little or nothing about, involves a FACEBOOK post relating to a "€13 billion EU fine for illegal avoidance of Irish taxes". Finally, I would like to point out that for a continuous period of several years now, up to and including the present time, I feel I have also been "thwarted at every turn" by the medical profession regarding my efforts to be provided with "Talking Therapy" for the Complex-Post Traumatic Stress Disorder I suffer from, for the reasons stated in the October 28th 2005 "To Whom It May Concern Letter" written by Dr Michael McCavert GP (referred to above). From my viewpoint at least, it appears that Dr Bell must have decided to completely ignore the entire contents, and indeed the entire existence, of my letter to him referred to at the www location immediately above; and, his doing so appears to me to represent an extremely serious "Duty of Care" violation which I feel I am paying for very dearly in terms of the consequential mental torture that has by now become something of an "ever present" feature of my daily life: which I am trapped in; and -- as things stand at the present time -- which I look set to remain trapped in for the remainder of my life possibly?
