Dear Ms Carr,
I
called at the Loughrea Social Welfare Office (Bride Street)
last Thursday (February 12th) in connection with certain
difficulties I am experiencing.
During my
visit, I was advised by Brid Treacy (Acting Manageress) to
contact you.
I understand from the advice I
received on Thursday that I should claim for Disability
Allowance due to the fact that I am suffering from
Complex-Post Traumatic Stress Disorder (C-PTSD), and that I
will need Part 9 of the DA1 Application Form to be completed
by a medical doctor in the Republic of
Ireland.
Unfortunately, I am having a lot
of difficulties trying to find a medical doctor in the
Republic of Ireland who is willing to take proper account of
the full set of basic facts relating to my particular
case.
As can be seen in the electronic copy
of the "To Whom It May Concern" letter dated October 28th 2005

, which was written by Dr Michael McCavert GP (Omagh, County
Tyrone, Northern Ireland), my "symptoms and behaviours are the
result of traumas and stresses over years and these traumas
and stresses have come at the hands of individuals and public
officials and bodies that he has encountered in his struggles
to try to correct environmental wrong
doings".
Correctly or otherwise, it seems to me
(for a very considerable period of time now) that the
"individuals and public officials and bodies" who have caused
the C-PTSD problem, have also decided that, both as
individuals and collectively, they wish to take zero
responsibility for all of the several types of injury
their wrongdoing has inflicted upon me during the past 10
years or so; and, that by one means or another, every lawful
attempt I make to get the necessary medical and legal help I
need (for the purpose of achieving an "effective remedy") is
being blocked: which I believe constitutes a very
straightforward and very serious violation of my legal rights
under the terms of Article 13 ("Right to an effective remedy")
of the European Convention on Human Rights. As you may already
know, the piece of Article 13 text in question reads as
follows:
"Everyone whose rights and freedoms as
set forth in this Convention are violated shall have an
effective remedy before a national authority notwithstanding
that the violation has been committed by persons acting in an
official capacity."
Please note that I have never
received any professional medical treatment for the C-PTSD
condition I am suffering from: despite several requests for
such treatment, and despite two periods of hospitalisation in
Northern Ireland which were directly and wholly related to my
C-PTSD medical condition.
It is also the case
that all of my numerous efforts to find legal help, of the
kind that is which recognises the factual existence of the
European Convention on Human Rights, have also all failed to
produce any useful results whatsoever. Please note that, for
example, and it is just one of several similar examples I am
in a position to provide, I have never received any reply to
the registered letter I sent to John Glynn (Principal Lawyer,
Hogan & Co, Ballinasloe) at

As far as I know, it is also the case that that
my half-sister (Marjorie Dolan) and my brother (Gerald
Finnerty) have never received any reply from John Glynn to
their registered letter at

, which is very closely related to my own letter at the
Internet address immediately above.
After
returning to the Republic of Ireland in September 2008, and as
my half-sister Marjorie is a patient of Dr Anne Jeffers
(Consultant Psychiatrist), I have tried -- unsuccessfully
unfortunately -- to get the kind of medical help I
feel I need from Dr Jeffers.

this letter.
Last Thursday, my half-sister
Marjorie showed me a letter she had received from Dr Jeffers
(dated February 10th 2009) in which Dr Jeffers states (without
explanation) that she is "not in a position to read his
emails". That being the case, and for reasons which I feel
should be obvious to all concerned, I feel she is also not in
a position to provide me with the kind of medical help I
believe I need: having due regard for the present complexity
(and possible dangers) relating to my present situation. In
connection with the "dangers" I refer to here, please note
that I am thinking particularly of an unexpected visit I had
from three members of the Northern Ireland Police Service (at
the address I was then living at near Omagh), two of whom were
carrying large machine guns (for no good reason that I know
of), at around lunchtime on Sunday, August 31st
last.
Also, and allowing for Article
19 of the United Nations Universal Declaration of Human Rights
(signed on December 10th 1948), it seems to me that I (and
everybody else) have a right to "impart information" through
"any media".
Consequently, it is a complete mystery to me as
to how Dr Jeffers can justify her apparent refusal to read my
e-mails -- particularly when certain core parts of my e-mails
to her refer to extreme forms of lawlessness which include
treasonous types of crime connected with unconstitutional
legislation: of the kind, for example, mentioned in the
registered letter I sent to Prime Minister Brian Cowan TD on
May 9th 2008 at

. Please note that I have never received any reply from Prime
Minister Cowan to this letter.

I feel I should point out that I have already
met Dr Jeffers on a number of occasions in the past, and that
this was in connection with certain actions I took during a
period in the early 1990s when I had "power of attorney" over
my brother Gerald's affairs. The actions in question related
to attempts on my part to try to ensure that my brother
Gerald, and my half-sister Marjorie, received some medical
treatment which specifically related to the psychological
injuries caused by parental alcoholism, which all three of us
were exposed to during the 1950's and 1960s. Please note, that
according to what my brother and half-sister have fairly
recently related to me, it seems they have never been offered
any such treatment during the intervening
years.
On October 14th 2008 I attempted to
discuss the C-PTSD difficulties I am experiencing "at the
hands of individuals and public officials and bodies" with Dr
Peter Etellin GP (Lakeshore Medical Centre, Loughrea), and he
totally refused to allow any discussion on the subject: on the
grounds (as I understand it) that he very firmly believed it
was a lawyer I should be talking with regarding such
matters.
Immediately following my meeting with Dr
Etellin on October 14th, I started to copy certain of my
e-mails to the Lakeshore Medical Centre -- in the hope that
doing so might trigger a gentle investigation at the Centre,
and which might in turn also result in an offer of help of
some kind from Dr O' Reilly. As things have turned out, please
note that I have not heard anything at all from Dr O' Reilly
in response to the several e-mails in question, though a
Receptionist at the Lakeshore Medical Centre (named Tina)
informed me last Thursday evening that my e-mails have been
received by the Centre. Copies of the e-mails in question can

feel I should point out that I also had a meeting several
years ago (in the early 1990's) with Dr O' Reilly regarding
efforts I was making at the time to try to ensure Gerald and
Marjorie received some medical treatment from Professor Fahy
(Galway University Hospital) for psychological injuries caused
by parental alcoholism, which I have earlier referred to
above.
Following a chance meeting with a local
member of the Garda Siochana (Police) on November 29th 2008, I
wrote to Superintendent Walshe (Loughrea Garda Centre) on
December 1st 2008 -- in the belief, based on hopes raised
during my discussion with Guard Tomas Kenny on November 29th
-- that Superintendent Walshe might be able to provide me with

In relation to what I tend
to think of as "unfinished business" connected with a lengthy
period of forced-exile I have spent in Northern Ireland, which
began on December 7th 2004, and which was vigorously sustained
(quite unnecessarily in my view) for approximately three and
half years, I wrote to Gerard Madden (Senior Social Worker
based in Omagh) on December 19th 2008. A copy of the

. Please note that the period of forced-exile I refer to here,
which was the second of two such periods since 2002 (the first
of which I spent in England and which lasted for approximately
8 months), was the only practical and lawful way I could think
of to avoid the risk of being maliciously and corruptly
criminalised in the Republic of Ireland.
Finally,
and in connection with the possibility that I might have
prostate cancer, I feel you should also be made aware of a
recorded delivery letter I sent to Dr CK Mulholland (Hospital
Consultant) on March 3rd 2008. A copy of the letter in

It would be much
appreciated if you could please consider the set of closely
related matters I have referred to above in connection with
the need to have my application for Disability Allowance
