Thank you for your email dated September 29th 2021, and for the attached
letter dated September 28th 2021. Scanned copies of both these items of

Please know that I do not wish to attend the settlement meeting referred
to in the September 28th 2021 letter at the www location
above. This is mostly because of the fact that, despite my best efforts
over the past 23 years or so, I still do not have any direct access
to professional legal advice and representation of the kind which recognises and
supports human rights law in meaningful and practical ways of the kind I
need. Partly for
the same reason, I also feel I cannot sensibly attend the Republic of
Ireland Dublin High Court hearing on Monday October 11th 2021 which is
also referred to in your September 28th 2021 letter at the www location above. Regarding the High Court
case there is also
the additional problem for me of the extant warrant for my arrest in the
Republic of Ireland which I have referred to in my registered letter to you
dated February 1st 2021, a scanned copy of which can be viewed at:

However, my efforts to find professional legal advice and representation are
ongoing; and, in response to a recent request from Mr Colin
Bingham of the Welcome Organisation (in Belfast), in which he has asked
me about
the kind of support I would like to receive from them, I replied to him by email on September 21st 2021. A slightly edited copy of

message-text of my September 21st email to Mr Bingham.
'Please know that by far the
most important form of support I feel I need just now is that of
direct access to professional legal advice and representation of the
kind which recognises, and properly supports, human rights law in
connection with what I believe is my right, under international law,
to "AN EFFECTIVE REMEDY" (as referred to in the attachment I am
including below with this email) for all of the several extremely
serious abuses (and associated problems) that I have been saddled with for
well over the 20 years just past, and caused by what my former GP (Dr Michael McCavert) has accurately described as "wrongdoing" at the hands of "individuals
and public officials and bodies" in his To Whom It May
Concern letter dated October 8th 2005.'

"individuals and public officials and bodies" which Dr Michael McCavert

Evidence relating to the fact that my efforts (since around 1997)
to get proper legal representation have been "thwarted at every turn"

To date, I have not received any reply of any kind from Mr Bingham, or
from any of his colleagues at the Welcome Organisation, to my September
21st 2021 email to him.
In connection with my beliefs relating to the extant warrant for my
arrest in the Republic of Ireland (referred to above), and my closely
associated and now very pressing need for "AN EFFECTIVE REMEDY" for this and other issues, I feel (and hope) it might help
me to make some useful progress regarding the matter of resolving my present set of
legal, medical, financial, family, and social problems, through

With further reference to the Dublin High Court hearing on
Monday October 11th 2021 (referred to above), I do not believe it would
be sensible for me to appear in court without first having received
proper medical treatment for the Complex-Post Traumatic Stress Disorder
I have been suffering from since around Year 2000. Further information
on the difficulties surrounding this situation can be found in the
registered letter I sent to Consultant Psychiatrist Dr Paul Bell on
November 3rd 2018. In so
far as I can judge, it appears to me that Dr Bell must have decided to
completely ignore the letter in question, a scanned copy of which can be

Finally, I wish to make it clear that I still do not believe your client
(Mr Conor MacGuill) is entitled to any compensation from me in
