RE: HOUSING EXECUTIVE REVIEW DECISION OF SEPTEMBER 1ST 2016

Thank you for your email to me dated September 1st 2016.

Unfortunately, I am dissatisfied with the review decision that you have related in your email to me dated September 1st 2016, and this is partly because of an email I sent to the Housing Executive on December 11th 2015, which was sent approximately nine months before I received the offer of accommodation contained in the letter from Denise McNally, Housing Executive Area Manager, dated August 10th 2016. I feel I very clearly expressed a preference, in writing, for "sheltered accommodation" to the Northern Ireland Housing Executive in my December 11th 2015 email, a copy of which can be viewed at the following www location:

It is also partly because I feel that, well before I went to view the "10 Churchill Park, Portadown" accommodation offer on August 26th 2016, I feel I had also very clearly indicated to a number of people connected with the Portadown Northern Ireland Housing Executive that I had a preference for "sheltered accommodation". For example, please see "Section 2" of the message-text of my email dated August 17th 2016, which was primarily addressed to Portadown Housing Executive Area Manager Denise McNally, a copy of which can be viewed at the following www location:

Although it is the case that, for a number of reasons, I would prefer not to have to use the "County Court" option now available to me to appeal your September 1st 2016 decision, I have nevertheless recently discussed this approach with one of the clerks at the Newry County Court Office.

While stressing that he was not qualified to provide me with legal advice, he did nonetheless very kindly provide me with guidance regarding the practical aspects of making an application for a County Court hearing of a case of the particular kind in question, based on his personal experience of working as court clerk for a considerable number of years. Assuming I understood him correctly, the main points of the guidance I received from this person are as listed under points 1) to 5) below:

1) That, for the type of appeal in question, I would need to lodge a properly completed County Court "Appeal Application Form" within 21 days of your September 1st 2016 review decision: even though the letter I received from Housing Executive Area Manager Denise McNally, dated August 10th 2016, makes no mention of this particular time limit (of 21 days);

2) That I would need to clearly state the specific "Point of Law" concerned, on my appeal application form. Please know that although the August 10th 2016 letter I received from Housing Executive Area Manager for Portadown Area Denise McNally clearly mentions the "Point of Law" type challenge now open to me, it does not say which "Point of Law". It would be much appreciated if you could please identify the "Point of Law" in question, and inform me as to what it is, on or before before this coming Friday (i.e. September 16th 2016) please;

3) That I would be required to pay £150 at the time of making the County Court appeal application, which I assume is a County Court service charge;

4) That my chances of success, regarding any County Court action I might decide to initiate in connection with this matter, will almost certainly be severely reduced if I am unable to provide the presiding judge with tangible evidence that I have done all I reasonably could to resolve the problem relating to the September 1st 2016 "review decision" (referred to above): before I initiate any County Court appeal procedure in connection with it.

5) That, ideally, I should seek legal advice from a professional lawyer before going ahead with the County Court appeal I am now considering.

With regard to point 5) above, it is still the case that I have not managed to find legal representation of the kind I feel I have very badly been in need of for the past several years now, which is legal representation of the kind that recognises, in practical ways, my legal rights as set out in Article 47, and in other sections of the Charter of the Fundamental Rights of the European Union, which I understand came fully into force in December 2009.

Nevertheless, I feel I should also inform you that I have recently received a letter, dated September 5th 2016, from Northern Ireland Justice Minister Claire Sugden MLA, which relates to the ongoing difficulties I am having regarding legal representation. While very helpful in itself (as I see things), the contents of Ms Sudgen's letter also suggest (to me at least) that I might later receive some additional help from her Northern Ireland Government colleague, Minister For Finance Máirtín Ó Muilleoir MLA, in connection with my "legal representation" problems. As a consequence of I not hearing anything from anybody at Meadowlands Surgery regarding these two registered letters, referred to just above, I have no way of knowing if any of the three GPs (General Practitioners) working in Meadowlands Surgery are aware of the existence, let alone the contents, of these two registered letters of mine that I have sent to them.

Please note that, for technical reasons beyond my control, the dozen or so "Internet Hyperlinks" provided in the "Related Open News Topics" section below will appear as "dead text" in this "Indymedia (Ireland)" comment. However, the original "live working" versions of these hyperlinks can be found (and used) in the edition of the message-text at the www address provided above; and, they were included in this morning's e-mail to the United Nations because, between them, they seem (to me) to provide a pretty good indication/"feel" of just how MASSIVE, VARIED, WIDESPREAD, and DEEPLY ENTRENCHED, the global "government corruption, crime, cover-ups, bullying, and impunity" problem really is at the present time: and, most important of all perhaps, I think they also, as a set, supply a tangible "handle" (of sorts) on the very slimy, very extensive, and often very blurred "DENIAL (genuine and/or pretend) MINDSET PROBLEM", which continues to so powerfully, and frequently INVISIBLY, and often from "way behind the scenes", to "fuel and drive" the whole accelerating global phenomenon of "government corruption, crime, cover-ups, bullying, and impunity". Has anything really changed fundamentally among the arrogant/ignorant/stupid "ruling elites" (i.e. the "human tin-gods" who are trying to "play GOD" and making complete fools of themselves in the process), I often find myself asking myself, since the days (in the 1400s AD) of the "Borgias Pope Family" in Holy Rome: "The Original Crime Family of The Vatican", as they have been labelled by some?'

'A bit like other aspects of the universe itself perhaps, it may be that this particularly nasty MINDSET "type social problem" (as I see it), in very large part a human-brain "software problem" I suspect, which I have long viewed as a major threat for "humanity as a whole", and maybe even for the whole of "Life on Earth" possibly -- when and if the constantly-lurking risk, above and below the surface of the Earth (particularly in the oceans of our World), of "the makings" of a  "Hell on Earth" Thermonuclear World War Three   is taken into account -- is a problem that is half-invisibly expanding outwards (and inwards as well at the same time in its particular case!!) at something approaching the speed of light? Or at least the speed of sound perhaps, and with much of the credit for the "expansion in all directions" due to the bankster owned/controlled MSM (Main Stream Media).'
