Dear Chief Inspector Winters, With reference
to my e-mail letter of yesterday (i.e. June 5th 2009) to
Ivan Armstrong (Housing Executive District Manager for
Omagh), a copy of which can be viewed at Internet location

, I would be very grateful to you if you could please let me
have
written confirmation (sent to my
brother's address in County Galway) that I will not be
arrested by the
PSNI (Police Service of Northern
Ireland) if I return to my address in
Greencastle
(Omagh) for the purpose of collecting the property belonging
to me which is located there.
In considering this
matter, it would be much appreciated if you would please take
account of the fact that, in a range of diverse ways, I have
been trying my best -- for several years now -- to make
progress regarding the outstanding legal issues involved;
and, that the efforts I refer to include the registered letter
I sent to
Gerry Madden (Omagh based Senior Social
Worker) on
December 19th 2008. A copy of the letter in
question, together with a copy of the associated Post Office

. Unfortunately, and despite a number of efforts since
then, including some made on my behalf at my request during
recent weeks by
Paula Street (Social Worker based in
Loughrea, County Galway, who is a member of Consultant
Psychiatrist
Dr Anne Jeffers's Team), I have still not
received any acknowledgement of receipt from Gerry Madden for
this particular letter: which, please note, involves a number
of
extremely important and core
legal issues from my viewpoint. Consequently, I still do
not even know if Gerry Madden has ever received the registered
letter in question or not ???
One of the main obstacles
to progress for me -- which is fully ongoing -- is that I
cannot find a lawyer who is willing to advise me (or to
represent me in any way, shape, or form) in regard to the
legal issues set out at the Internet address immediately
above. With this in mind, I am copying this e-mail to
The
Rt Hon First Minister of Northern Ireland Peter Robinson MP MLA,
in the hope that he might be able to supply me
with contact information for some lawyers, and/or some
law firms perhaps, who will advise and represent me regarding
the legal issues in question. Please note
carefully though that in connection with this
request for help, I am
not seeking lists of
people and places I could
try (as I already have plenty
of such lists); what I am seeking is contact information for
lawyers and/or law firms who will
actually
advise and represent me in connection with the legal matters
in question: as opposed to informing me that -- for one reason
or another -- they do not, or cannot, take on such
work.

I see
impunity as the
core obstacle that
is preventing a
just and
peaceful resolution to the long drawn out and complex
set of psychological abuses -- and all the
mental
torture associated with them -- that I have unhappily been
subjected to, and have been forced to live with, during the
past
10 years or so (which are very largely
still ongoing please note); and, that
with all this in mind,
it would be much appreciated if
you could briefly outline for me (in writing
please) what
PSNI
policy is on

please note that, very thankfully, I
have
recently found the medical help I have
long been seeking -- several
years after
receiving the
"To Whom It Concern
Letter" dated
October 28th 2005 from Omagh based

) -- for the
Complex-Post Traumatic Disorder (C-PTSD) I
am suffering from
. Please also note though
that, as indicated in the text of this particular e-mail, and
in the letters at the various Internet links provided in
this particular e-mail, I
still
cannot find "the services of a lawyer who fully recognises the
factual existence of
human rights law (as set out by
the
United Nations), and who is fully prepared to use
it on my behalf for my protection": which, as I feel sure you
will recall, I informed you about in my
June 2nd
2008 letter to you.
I look forward to
receiving a written reply from you regarding the above
matters at your earliest convenience please.
