RE: 1.00 pm appointment with Consultant Psychiatrist Dr Lauren Edgar on October 25th 2017

Thank you for your email dated October 20th, which I did not receive until yesterday.

In connection with my appointment for Wednesday October 25th, please know that on October 19th I received a letter from Community Psychiatric Nurse Carmel Reilly (CPN), dated October 12th, which contained the statement "Our team are not trained in relation to PTSD (Post Traumatic Stress Disorder) however we can sign post you for assistance regarding this matter."

For a number of reasons, I was very taken aback by this statement. This is partly because on August 15th last I handed my present GP, Dr D B Cheyne, a printed copy of an email I sent to Ms Louise Arthurs at the Belfast Office of the Northern Ireland Law Centre on August 4th last. It was my understanding that Dr Cheyne was to include this email printout with the referral letter he decided he would send on my behalf to the Knockbracken Healthcare Centre.

Part of the message text of the August 4th email printout reads as follows:

"In the event that you would like me to provide you with any further information, please know that it would be best, from my viewpoint, if you could please email me regarding any such requests you may have. This is because of the fact that earlier attempts of mine to discuss the overall set of difficulties in question, have frequently resulted in the symptoms of the PTSD I suffer from being exacerbated in major ways for periods of time ranging from a few hours to several days, and on a number of occasions, for much longer than that. Ideally, and in so far as it is possible of course, it seems best that I try to avoid talking to people who have little or no knowledge, or training, regarding the matter of helping people who are suffering from PTSD."

Last Friday afternoon (October 20th) I went to see Dr Cheyne and he seemed to think he had included the August 4th email printout (referred to above) with the referral letter he sent on my behalf (eight weeks or so ago) to your office, but he was not absolutely sure. I told him that I was extremely concerned about 1) being assessed by healthcare personnel who had not been trained to help people like myself who suffering from chronic PTSD, and 2) the fact that I did not know if Consultant Psychiatrist Dr Lauren Edgar's Team knew anything about my August 4th 2017 email to the Northern Ireland Law Centre. Nurse Reilly's letter to me dated October 12th, which I took with me to show Dr Cheney, made no mention of my August 4th email to the Northern Ireland Law Centre. With much regret, and as I was feeling unwell at the time, I felt compelled to ask Dr Cheney if he would cancel my appointment for Wednesday October 25th, which he kindly agreed to do.

Brief conversations I have had with Nurse Carmel Reilly have also left me with the feeling that there may be some kind of a Healthcare Centre ban on patients communicating information to Consultant Psychiatrist Dr Lauren Edgar's Team regarding the difficulties that patients are struggling to cope with. If so, I am at a complete loss to know how I can communicate effectively with Dr Edgar and her Team regarding the particular set of extremely serious problems (as I see them) which I am at present trying to deal with, and some of which are referred to via the www links to the copies of my August 4th email provided above. Regarding this matter, the only piece of guidance I have to go at the present time is the text of Article 11 ("Freedom of expression and information") of the CHARTER OF FUNDAMENTAL RIGHTS OF THE EUROPEAN UNION, which states:

"Everyone has the right to freedom of expression. This right shall include freedom to hold opinions and to receive and impart information and ideas without interference by public authority and regardless of frontiers."

The official text of the CHARTER OF FUNDAMENTAL RIGHTS OF THE EUROPEAN UNION, which I understand came fully into force in December 2009, can be viewed at the following www location:

Unfortunately, and despite years of searching, I still have not managed to find any professional legal representation of the kind which recognises, and supports, any of the parts of the CHARTER OF FUNDAMENTAL RIGHTS OF THE EUROPEAN UNION that are of interest to me. Consequently, and in the hope that she might be able to provide me with some legal advice regarding the use of the www system for communicating information between patients and medical doctors, I am copying this email to Ms Louise Arthurs at the Belfast Office of the Law Centre of Northern Ireland, and I do so in the belief that Ms Arthurs is a fully qualified lawyer.

I feel I should also mention that I copied an email to Community Psychiatric Nurse Carmel Reilly last Thursday (October 19th 2017), which contained mention of "The Troubles" in Northern Ireland during most of the final three decades of the last century, and the possibility that they might have been largely, if not entirely avoided, had public officials and bodies, and religious organisations in the Republic of Ireland, and in the United Kingdom of Great Britain and Northern Ireland, treated more seriously the principles set out in the United Nations Universal Declaration of Human Rights, and in all of the closely associated national and international legislation produced since 1948 in support of such basic human rights principles: including, for example, in THE CHARTER OF FUNDAMENTAL RIGHTS OF THE EUROPEAN UNION referred to above. Please note that, for technical reasons beyond my control, the dozen or so "Internet Hyperlinks" provided in the "Related Open News Topics" section below will appear as "dead text" in this "Indymedia (Ireland)" comment.
