LETTERS REFERRED TO BELOW DATED MARCH 21ST 2022, APRIL 4TH 2022,
AND MAY 5TH 2022
In a letter I sent through the registered post to Garda (Police)
Sergeant Bridget Shelly on
May 5th 2022 I sought information and
guidance from her relating to a Bench Warrant for my arrest in the
Republic of Ireland, which I understand was issued on July 8th 2015.
To date, I have not received any reply of any kind from anybody directly
connected with An Garda Siochana to my May 5th 2022 letter to Garda
Shelly.

Further information relating to my efforts to deal with the July
8th 2015 Bench Warrant for my arrest can be found in a letter I sent
through the registered post to Chief Police Commissioner of An Garda
Siochana Mr Drew Harris on

Please know that I have received a written reply from An Garda Siochana
for my registered letter dated March 21st 2022 referred to in the

In addition, I have not received any reply of any kind from anybody
directly connected with the Four Courts in
Dublin to two related letters I sent through the registered post to Republic of
Ireland High Court Judge Mr Justice Paul Coffey. The first of these two
letters was sent on March 21st 2022, and the second on
April 4th 2022.

Correctly or otherwise, and
based on information I have come across relating to "Duty of Care"
principles, and "tort law", it seems to me that the apparently deliberate failure (as I
suspect it to be at the present time) of Garda Sergeant Shelly, and of High Court Judge Mr Justice
Paul Coffey, to provide me with any reply of any kind within a
reasonable period of time -- not even an acknowledgement of receipt --
for any of the three registered letters I have sent to them, appears to me
to very likely represent violations of my rights in law relating to
"Duty of
Care" responsibilities for the "individuals and public officials
and bodies" involved, and which I understand relate to tort law.

Any assistance that you, or any of your colleagues in the Government of the
Republic Ireland might be able to let me have, for the purpose of I
being provided with replies to the three registered letters referred to
above, which I have sent to Sergeant Shelly and Mr Justice Paul Coffey,
would be much appreciated.
Please know that for the
purpose of trying to resolve my present set of legal, medical, social,
and financial problems, I am particularly interested
just now in finding out, whether or
not:
a) The Bench Warrant for my arrest in the Republic of Ireland, which I
understand was issued on July 8th 2015 in Loughrea District Court,
remains extant?
and
b) If any damages have been awarded against me by
Republic of
Ireland High Court Judge Mr Justice Paul Coffey,
or any other judge, in connection with the
Republic of Ireland High Court Case Reference 2019/8260 P ?
I would like to point out that one of the main reasons I feel I need to
know about whether there is, or there is not, an extant warrant for my
arrest in the Republic of Ireland at the present time, is because
my brother (Mr Gerald Finnerty), now in his 83rd year, has been in a
nursing home in County Galway since around mid February of this year,
and I would like to be able to go and see him. However,
for the reasons provided in the earlier items of correspondence of mine
referred to in this email, I feel I cannot
sensibly go to see him if the July 8th 2015
Bench Warrant (referred to above) for my arrest remains extant.
In the event that the bench warrant for my arrest in the
Republic of Ireland remains extant, please know that I am entirely willing to appear in court
in the Republic of Ireland regarding it, provided that, well before the
court hearing, I have direct access to
professional legal advice and representation of the kind which
recognises and supports human rights law, constitutional law, and
international law: in practical and meaningful ways; and, which also
takes into account the general "Duty of Care" responsibilities
for "individuals, and public officials and bodies", in the kind of
circumstances I have outlined regarding my overall
situation: as related in this item of correspondence, and also in the set of
four registered
letters referred to in this email.
