Dear Chief Enforcement Officer,

Thank you for the four-page letter I have received from your office dated July 25th 2022, a scanned copy of which has been placed at the following www location:

Regarding this July 25th 2022 letter from your office, please know that in certain respects I feel very puzzled and very concerned by it, having due regard for the information contained in the statements set out in the list below.

1) To date I have not received any reply of any kind from anybody connected with Radius Housing to the letter I sent through the registered post on August 24th 2021 to Radius Housing Area Manager Mr Keelan McGaghran. A scanned copy of the letter in question has been placed at:

Scanned copies of the associated Royal Mail Certificate of Posting, and of the Royal Mail Proof of Delivery note, have also been placed at the above www location. According to the Royal Mail the letter was delivered at 10:45 on August 25th 2021.

2) I also sent a copy of the above-mentioned August 24th 2021 letter to the Officer in Charge at your office, and a scanned copy of that letter, together with scanned copies of the associated Royal Mail Certificate of Posting, and of the Royal Mail Proof of Delivery note, have been placed at:

To date I have not received any reply of any kind from anybody connected with your office for my August 24th 2021 letter. According to the Royal Mail, my August 24th 2021 letter to your office was delivered at 10:50 on August 25th 2021.

3) With reference to Paragraph 1 in Section 4 of my above-mentioned August 24th 2021 letter, and for the purpose of trying to avoid eviction, I am still, albeit still reluctantly, willing to "blindly" go along with the proposal set out in the Radius Housing Area Manager Mr Keelan McGaghran's letter dated June 9th 2021 to Community Mental Health Social Worker Ms Tina Millar, a scanned copy of which has been placed at:

I say "blindly", and by that I mean I am thinking about the fact that despite my best efforts during the past several years, I still do not have any direct access to professional legal advice and representation of the kind which recognises and supports, in practical and meaningful ways, human rights law, constitutional law, international law, and tort law (under which I understand "Duty of Care" violations are normally dealt with by the legal profession).

In order to proceed with the implementation of the Radius Housing proposal referred at the www location immediately above, if that is what Radius Housing still wish to do, I feel I need to be informed in writing, as I stated in Section 6 of my above-mentioned August 24th 2021 registered letters, regarding a) the exact amount of the weekly payments Radius Housing requires from me, which I understand, based on verbal information provided for me by Belfast Trust Community Mental Health Social Worker Ms Tina Millar, were to be in the region of £105 per week in total, and b) I need written information relating to the payment method I would need to arrange for the purpose of transferring money from my bank account to the Radius Housing bank account.

With further reference to Section 6 of my two above-mentioned August 24th 2021 registered letters please know that, as I am still without professional legal advice and representation, I continue to feel extremely unsafe about getting involved in any further verbal discussions regarding the Radius Housing proposal referred to at the www location immediately above. This is partly because of the PTSD and C-PTSD (Post Traumatic Stress Disorder and Complex-Post Traumatic Stress Disorder) symptoms I suffer from, and which I am still not receiving any proper professional medical treatment for. In the past such conversations have, at times, severely exacerbated these PTSD/C-PTSD symptoms. However, I continue, as always, to be willing to communicate with Radius Housing staff,  and with Enforcement of Judgements Office staff, by email and/or by the normal Royal Mail postal service.

4) As you may know my Radius Housing rent arrears are, in full, directly linked to the cancellation of my Pension Credits on March 21st 2019, and the suspension of my Housing Benefits on September 4th 2019. This cancellation, and suspension, were both directly caused by the fact that Republic of Ireland Law Firm Patrick Hogan and Co refused -- for some reason unknown to me -- to legally secure financial loans made to me through my Allied Irish Bank account in Ballinasloe (County Galway) on a regular monthly basis, and beginning around the early part of 2007. The loans in question were made against my home in New Inn (County Galway), and provided for me by my brother (Mr Gerald Finnerty) and my late half-sister (Ms Marjorie Dolan). According to my records the loans, which ended in 2021, totalled Euros 116,000.

I have sought an explanation from Patrick Hogan and Co, as to why they refused to legally secure the loans in question, around the time the loans began (in 2007). To date, I have not received any explanation from Patrick Hogan and Co as to why this happened, and consequently I am still completely in the dark regarding this very important matter (as I see it). 5) I have appealed (some years ago) against the cancellation of my Pension Credits, and the suspension of my Housing Benefit payments. On June 16th 2022 I received an invitation to attend a Pension Credits appeal hearing (Reference number BE/6784/19/45O), which I asked to have rescheduled until after I have received replies to the set of five registered letters referred to in my registered letter dated June 28th 2022 to the Northern Ireland Appeals Service at:

Please know that this request of mine for a rescheduling has been granted by the Northern Ireland Appeals Service.

I would like to stress that to date I have not received any meaningful reply, as such, to any of the set of five registered letters at the www location immediately above.

Allowing for what I have stated above, it would be much appreciated if the Enforcement of Judgements Office, and Radius Housing Association, would please consider delaying the decision to have me evicted until such time as the results of my Pension Credits appeal, and my and Housing Benefit appeal, have both been decided on by the Northern Ireland Appeals Service.
