I do consider that the decision to refuse me my State Pension is incorrect.

Since September 29th 2011, I have had a number of meetings (involving some lengthy discussions) with National Advocacy Service Advocate Carmel Donovan regarding the general set of difficulties I have been experiencing for the past several years in connection with the C-PTSD injuries I continue to suffer from.

Several of my discussions with Carmel Donovan have centred around the fact that I have not received any acknowledgement of receipt for the registered letter I sent to Martin Mc Hugo (Social Welfare Inspector) on October 3rd 2011 -- which contained, as an attachment, a "To Whom It May Concern" letter dated October 28th 2005 from Dr Michael McCavert (my former GP) -- and which very clearly and accurately sets out the reasons why, under certain circumstances, I sometimes display very obvious signs of C-PTSD (Complex-Post Traumatic Stress Disorder); and, though not specifically mentioned in Dr McCavert's letter, that my range of symptoms include what is possibly the most common, and potentially the most dangerous of all the many C-PTSD symptoms: “explosive anger”. To the very best of my knowledge, the C-PTSD associated “explosive anger” problem, is (for example) often at the very centre of atrocities caused by serial killers: which frequently receive much "mainstream media" publicity of the kind that never makes any mention whatsoever of the C-PTSD factor.

A comprehensive array of information relating to my October 3rd 2011 registered letter to Martin Mc Hugo, which (among other things) includes scanned copies of the associated Post Office receipts and delivery note, plus a scanned copy of the "To Whom It May Concern" letter dated October 28th 2005 from Dr Michael McCavert GP referred to in the paragraph immediately above, can be viewed at the following Internet location:

Allowing for what I have related above, and as I trust you will understand, I feel shocked and dismayed by the fact that your letter to me of October 18th 2011 contains no mention at all of my registered letter to Martin Mc Hugo dated October 3rd 2011: particularly when it is the case that Carmel Donavan has given me to understand that -- during recent weeks -- she has had a number of discussions regarding my case with a variety of people working for the Republic of Ireland Social Welfare Services (including Martin Mc Hugo), and also with at least one of her Republic of Ireland National Advocacy Service colleagues, who I understand is Regional National Advocacy Service Supervisor Josephine Keaveney.

I would be very grateful if you would now review my case please in a manner which takes full account of what I have related above, having due regard for the fact that I have sound reason to believe there are a number of extremely serious criminal offences -- including some relating to the wholly avoidable and often extended periods of "mental torture" I have been subjected to over a period of several years -- which certain "individuals and public officials and public bodies" run the risk of being charged with, and required to answer for, before the courts of law.

When you do your review of my case, I would be grateful if you would also please take into account the contents of the letter I sent through the registered post on October 13th 2011 to Carmel Donovan, and copied to Josephine Keaveney (for the purpose of keeping them both informed and up-to-date regarding my own efforts to resolve the ongoing set of difficulties in question). Finally, there is one other matter I would like you to take account of when you do your review of my case, which relates to a visit I received from Garda J. Connell (Number 31736E) on October 18th 2011. Ms Connell called to see me because she wished me to sign a written statement relating to the theft of the "registration number plates" of my car, which I reported to her on September 8th 2011, and which was needed (I understand) by the Garda in connection with a court case that is expected to be held sometime soon in County Mayo. While I readily agreed (in principle) to sign the written statement she had prepared, I felt obliged to point out to her that I have long been very deeply concerned regarding the way the Garda Siochana have failed to provide me with an acknowledgement of receipt for the registered letter I sent to Superintendent P. Walshe (Loughrea, County Galway) on December 1st 2008: despite the fact that the letter in question contained clear reference to the theft of a safe belonging to me (from my brother's home), and clear mention as well of the fact that I am suffering from C-PTSD. In addition to the problem of I not receiving any acknowledgement of receipt from the Garda Siochana for the registered letter I sent to Superintendent P. Walshe on December 1st 2008, I also pointed out to Garda Connell that (among other things) there has never been any investigation by the Garda Siochana into the theft of my safe (in so far as I am aware). After informing her that I felt I first needed a written acknowledgement of receipt from the Garda Siochana for my December 1st 2008 registered letter to Superintendent P. Walshe -- before I could feel safe about signing the written statement relating to the stolen "car number plates" she wished me to provide her with in connection with the Mayo court hearing -- I handed her a set of papers which included a copy of the letter dated December 1st 2008 to Superintendent P. Walshe, together with copies of the associated Post Office receipts for the letter. Garda J. Connell then took the set of papers in question away with her; and, it my understanding that she is to initiate an investigation into the whole matter on my behalf. Generally, I wish you to know that the manner in which "individuals and public bodies and officials" (I am deliberately using here the same words that Dr Michael McCavert has used in his "To Whom It May" letter) have been failing to acknowledge receipt of registered letters I have sent to them during the past 13 years or so, and -- at the same time behaving towards me as though they were totally unaware of the contents of the registered letters in question -- represents (I believe) a very long and varied string of extremely serious criminal abuses; and where the set of criminal abuses in question includes some very long periods of mental torture (regarded by many as the "king of crimes" I understand) of the kind which are, and always have been, wholly avoidable; and, that all of this outrageous behaviour is being grossly compounded by the fact that the Republic of Ireland's entire legal profession apparently believes it is entirely “okay” for the "individuals and public bodies and officials" concerned to commit the most serious of crimes, with total impunity, against those who challenge government wrongdoing (as I have been trying to do for the past several years), which involves unconstitutional activities of the type that embraces unconstitutional legislation; and, which adversely affects – often in the most subtle, cleverly well-hidden, and profoundly serious ways – the vast majority of the citizens of the Republic of Ireland (including myself).

Allowing for the "21 days" time limit you have mentioned in your October 18th 2011 letter, I will proceed with an appeal to the Chief Appeals Officer on November 1st 2011: unless, by that date, I have received written (and signed) notification from the Department of Social & Family Affairs that the Non Contributory State Pension to which I believe I am lawfully entitled to, has been granted to me following the review I am requesting in this letter.

The Tri-Partite Separation of Powers of Government
(Executive, Legislative, and Judicial)

 
     
  The Constitutions of the Republic of Ireland and the United States of America are believed to have both been very firmly founded and built on the doctrine of the "tripartite division of powers of government" between the three main branches of government: Executive, Judicial, and Legislative.

Why is it that this core-issue doctrine, which was designed primarily to protect against the well known and all too frequent social horrors associated with government bullying and tyranny -- despotism (in other words) of the kind (for example) the "ruling elites" of Nazi Germany arrogantly and brutally indulged themselves in to "lawfully" (supposedly) murder and otherwise abuse tens of millions of their own and other people, just a mere 2-3 generations ago -- and where the origins of the social protection in question (widely believed by well-informed people since around 500 BC at least, to be essential for the safety of humanity generally) can easily be traced back to the "golden" days of Ancient Greece, now appears to have been completely abandoned (for all practical purposes) by the Government of the Republic of Ireland, and by the Government of the United States of America as well?
