PRINCIPLE 36. REFORM OF STATE INSTITUTIONS

"States must take all necessary measures, including legislative
and administrative reforms, to ensure that public institutions
are organized in a manner that ensures respect for the rule of
law and protection of human rights. At a minimum, States should
undertake the following measures:
(a) Public officials
and employees who are personally responsible for gross
violations of human rights, in particular those involved in
military, security, police, intelligence and judicial sectors,
shall not continue to serve in State institutions. Their removal
shall comply with the requirements of due process of law and the
principle of non-discrimination. Persons formally charged with
individual responsibility for serious crimes under international
law shall be suspended from official duties during the criminal
or disciplinary proceedings;
(b) With respect to the
judiciary, States must undertake all other measures necessary to
assure the independent, impartial and effective operation of
courts in accordance with international standards of due
process. Habeas corpus, by whatever name it may be known, must
be considered a non-derogable right;
(c) Civilian control of
military and security forces as well as of intelligence agencies
must be ensured and, where necessary, established or restored.
To this end, States should establish effective institutions of
civilian oversight over military and security forces and
intelligence agencies, including legislative oversight bodies;
(d) Civil complaint
procedures should be established and their effective operation
assured;
(e) Public officials and
employees, in particular those involved in military, security,
police, intelligence and judicial sectors, should receive
comprehensive and ongoing training in human rights and, where
applicable, humanitarian law standards and in implementation of
those standards."

"A former insider at the World Bank,
ex-Senior Counsel
Karen Hudes, says the
global financial system is dominated by a small
group of corrupt, power-hungry figures centered
around the privately owned
U.S. Federal Reserve. The
network has seized control of the media to cover up
its crimes, too, she explained. In an interview with
The New American, Hudes said that when she tried to
blow the whistle on multiple problems at the World
Bank, she was fired for her efforts. Now, along with
a network of fellow whistleblowers, Hudes is
determined to expose and end the corruption. And she
is confident of success."
'At the heart of the network, Hudes said, are 147
financial institutions and central banks —
especially the Federal Reserve, which was created by
Congress but is owned by essentially a cartel of
private banks. “This is a story about how the
international financial system was secretly gamed,

I would agree that our Government (Executive, Legislative, and
Judicial) has indeed let the people of the Republic of Ireland
down very, very badly in a whole range of ways relating to the
basic law of the land, and that it has done so over a period of
several years.
However, that is not a good reason for us, the people of the
Republic of Ireland, to let ourselves down.
We, the people of the Republic of Ireland, still have Bunreacht
na hEireann -- which literally means "The Basic/Supreme Law of
the Republic of Ireland"
-- and Article 6.1 of Bunreacht na hEireann very clearly states:
"All powers of government,
legislative, executive and judicial,
derive, under God, from
the people, whose right it is to
designate the rulers of the State and, in
final
appeal, to
decide all questions of national policy, according to the
requirements of the common good."
Now, more than at any time in the history of the Republic of
Ireland, we need to gently but firmly insist (by all of the peaceful and
lawful means available to us), that our "public servants"
respect Article 6.1 of our basic law in relation to the
dozens
of billions of Euros they are planning to borrow for the purpose
of bailing out the bankers (in connection with their
self-inflicted gambling debts).
I believe we simply MUST stand our ground on this particular
issue, regarding
the supreme-law right of
"the
people"
of the
Republic of Ireland to have a national
referendum for the purpose of having the
final
say on the
"bankster bailout
business", at this particular time; otherwise, it is very difficult
to predict what will happen to us all.
