To:
Dr.

Chief Social Security Commissioner for
Northern Ireland
Tribunal Hearing Centre
2nd Floor

Dear
Dr. Mullan,
RE: FOLLOW-UP TO REGISTERED LETTER
DELIVERED 3 NOVEMBER 2025 — REQUEST FOR
ACKNOWLEDGEMENT AND ACTION
I
write in follow-up to my registered
letter addressed to you, dated 31
October
2025, and which, according to the Royal
Mail Proof of Delivery note, was delivered to
your office on 3 November 2025. For your
reference, a
scanned copy of that Proof of Delivery
note, together with a scanned copy of
the associated two paged registered
letter, are
publicly available for viewing at the
following www location:
http://www.humanrightsireland.com/AppealToSocialSecurityCommissioner/31October2025/RegisteredLetter.htm
As
of today, I have received
no reply, acknowledgement or substantive
communication from your office
in relation to that letter. The letter
sets out serious and enduring issues
relating to my entitlement to social
security benefits (Pension Credit and
Housing Benefit), my long-standing
difficulties obtaining professional
legal representation, associated
medical/mental-health, and human-rights
concerns.
Given the gravity of these matters —
which involve both potential violations
of rights to effective remedy, and
procedural justice — I now respectfully
request the following:
-
Confirmation of receipt of
the 31 March 2025 letter referred to
above;
-
A clear, written explanation
of whether your office considers the
issues raised to be within its
remit; if not, an indication of
which public authority or body
should properly handle them;
-
A proposed timetable for a
substantive response —
including, at minimum, an
acknowledgement within 14 days of the date of this email, and
a preliminary decision, or an outline
of steps under consideration, within
30 days of the date of this email;
-
Contact details of a case-officer or
person responsible for
handling correspondence in relation
to complaints of this type, so that
I may address any further follow-up
appropriately;
-
A record of my request
entered into your files (or
case-management system), with a
reference number — so I have
confirmation of the matter being “on
the record”.
Because of the urgency — especially
given the potential consequences for my
housing security and welfare — I would
appreciate your prompt attention to this
matter please.
If
I do not receive a response of the kind
referred in Point 3 of the above list, I will
consider my options for formal complaint
or escalation, including referral to the
relevant oversight body (e.g. the
Northern Ireland Public Services
Ombudsman (NIPSO), or other appropriate
institution, depending on your advice.
In
the interests of transparency and public
accountability, a copy of this email
will be placed on a publicly
accessible www page location similar to that
used in the first paragraph above.
I
hope that your office will treat this
matter seriously, in accordance with
your statutory responsibilities, and I
thank you in advance for your attention.
Yours sincerely,
William Finnerty.
