Thank you for your letter dated February 9th 2017, a scanned copy of which I

In the copy of your February 9th 2017 letter to me at the www location just
above, you have referred to correspondence of mine received by you dated
"January 20th 2017". Please know that I did not send any correspondence to
The Northern Ireland Law Society dated January 20th 2017. In case that somebody
might have sent you a fake letter dated January 20th 2017 purporting to be from
me, please know that the only letter I have sent to The Northern Ireland Law
Society through the Royal Mail Postal Service in January 2017 is the letter
dated January 28th 2017; and, that I have placed a scanned copy of that letter,
together with scanned copies of the associated Royal Mail receipt and "Proof of

In connection with the matters you have raised in your February 9th 2017 letter,
I wish to reply to you in the manner set out below.

1) I do not know what the text of "Article 3(2) of the Solicitors (NI)
Order 1976" actually is. I have found a number of references to "Article
3(2) of the Solicitors (NI) Order 1976" using Google www searches; but, so
far, I have failed to find the actual text of "Article 3(2) of the Solicitors
(NI) Order 1976". Consequently, I feel unable, at the present time, to
comment on my present situation, as it relates to "Article 3(2) of the
Solicitors (NI) Order 1976".

2) Before my appointment with Ms Louise Moley LL.B on October 19th 2015,
I had already received written legal advice from Ms Anne Marie Featherstone LL.B
LL.M, who, at the time, was a colleague of Ms Moley at what was then the law
firm of McGuigan Malone Solicitors. Evidence of the written legal advice I
received from Ms Featherstone can be viewed in the scanned copy of her letter to
me dated October 15th 2015 at the following www location:

Having completed her advice to me regarding the particular legal matter I saw
her about on October 12th 2015, which related to "unsecured loans" of mine, I
then asked Ms Featherstone for help with the other legal difficulties I needed
assistance with. After some brief discussion and thought relating to the nature
of the difficulties in question, Ms Featherstone then advised me to make an
appointment to see Ms Moley, which I did very shortly afterwards. Assuming I
understood Ms Featherstone correctly, she believed Ms Moley had more and better
experience of dealing with the kind of legal problems I needed help with, than
she herself did.

3) The main purpose of my appointment with Ms Moley on October 19th 2015
was, as indicated by the contents of the "set of six" A4 "discussion sheets" I
took with me to the meeting, and left with Ms Moley at the end of the meeting,
to "instruct" her -- i.e. "to make her aware of”, in as holistic a way as my
sixty minute appointment with her allowed -- of the overall set of difficulties
referred to under the "Page 1 to 6" sub-sections I have placed below.
Copies of the "set of six" A4 "discussion sheets" in question were included in
my letter to you dated January 28th 2017 (referred to above) in the plastic

28th 2005, written by my former GP, Dr Michael McCavert):
My "symptoms and behaviours are the result of traumas and stresses over
years and these traumas and stresses have come
at the hands of individuals and public
officials and bodies that he has encountered in his struggles to
correct environmental wrong doings" ... "not being able to get legal
representation" ... "has been refused legal aid as well"
... "has got PTSD Complex as a result of all his trauma" ...
"has been through enough and needs support and understanding for PTSD
(Post Traumatic Stress Disorder)".
Allowing for the excerpts in the paragraph immediately above, I have long
believed that I am entitled to financial compensation for what I see as the
avoidable and extremely serious "years" of criminal abuse " at the
hands of individuals and public officials and bodies" which Dr McCavert GP
has referred to in his "To Whom It May Concern Letter" of October 28th
2005, which is now well over 11 years ago. I have also long believed
that I should have been provided with medical treatment for the PTSD condition I
continue to suffer from, of the kind that professional therapists who are
trained and qualified to help people suffering from PTSD can provide.
In connection with the two matters raised in the paragraph immediately above,
please know that a) I have never had any financial compensation for the
very damaging PTSD types of psychological injuries I continue to suffer very
severely from, and, b) that I have never received any help from a
qualified professional therapist who has been trained to help people suffering
from PTSD. My hope was that Ms Moley might, given time to consider my overall
situation in a holistic way, be able to help me to remedy these two matters.

April 15th 2015):
For several years now, all of the three main branches -- Executive, Legislative,
and Judicial -- of the Republic of Ireland's Government appear to me to be
blatantly ignoring their duties in a number of very important ways, some of
which directly involve myself, in connection with THE CHARTER OF FUNDAMENTAL
RIGHTS OF THE EUROPEAN UNION. I had hoped Ms Moley might, given time to
consider my overall situation in a holistic way, advise me as to how I might
best go about dealing with this ongoing situation: having due regard for the
fact that the Republic of Ireland, and the United Kingdom of Great Britain and
Northern Ireland, are both full members of the European Union.

OF THE EUROPEAN UNION):
I had hoped Ms Moley might, given time to consider my overall situation in a
holistic way, advise me on how I could best go about achieving the "Right to
an effective remedy" referred to under Article 47 of THE CHARTER
OF FUNDAMENTAL RIGHTS OF THE EUROPEAN UNION.
By the time of my October 19th 2015 appointment with Ms Moley, I had already
tried very hard in the Republic of Ireland, over a period of several years, to
find legal representation of the kind which supported, in practical ways, the
kind of legal help that Article 47 provides for. Unable to find such "European
Union" sourced legal help in the Republic of Ireland, it has never seemed
inappropriate to me to seek Article 47 type legal help in a different
member-state of the European Union, such as, for example, the United Kingdom of
Great Britain and Northern Ireland. I feel this is particularly true if due
regard is given to the fact that my home is located in the Republic of Ireland;
and, that my present stay in Newry (which began in July 2015) is my third
lengthy period (since 2002) of having to live in "forced exile" outside the
Republic of Ireland jurisdiction: for the sole purpose of trying to avoid being
corruptly criminalised, and possibly imprisoned, in the Republic of Ireland, in
connection with false claims that I have committed crime in the Republic of
Ireland.
Some evidence of my attempts to communicate my efforts, and the ongoing
difficulties I have been experiencing with people in the Republic of Ireland
regarding the matter of I finding "Article 47" type legal help, can be found via

"Page 4 of 6" ("Right to asylum", Article 17 of THE CHARTER OF
FUNDAMENTAL RIGHTS OF THE EUROPEAN UNION):
In the belief that a warrant for my arrest was issued in the Republic of Ireland
on July 8th 2015, as has been related to me by close relatives living in the
Republic of Ireland, I have been living in Newry (Northern Ireland) since then.
Initially, it was my intention to formally seek asylum in Northern Ireland
under the terms of Article 17 of THE CHARTER OF FUNDAMENTAL RIGHTS OF THE
EUROPEAN UNION).
Please know though that I have never been provided with any tangible evidence by
the Republic of Ireland authorities that a warrant for my arrest really does
exist in the Republic of Ireland. I did send a letter through the registered
post to the Clerk of Loughrea District Court (Ms Josie Mulherin) and the
presiding judge (Judge Geoffrey Browne) on July 9th 2015 requesting
clarification of what my brother (Gerald Finnerty) had related to me on the
phone regarding the July 8th 2015 court hearing. However, I have never received
any reply of any kind from anybody connected with Loughrea District Court
(County Galway, Republic of Ireland), or from anybody connected with Judge
Geoffrey Browne. A scanned copy of my July 9th 2015 registered letter can be

The lack of tangible evidence regarding the arrest warrant my brother informed
me about over the telephone, on the evening of July 8th 2015, was another aspect
of my situation which I believed Ms Moley might, given time to consider my
overall situation in a holistic way, be able to help me to remedy.

right to ..."):
Among other things, the "circled text" on "Page 5", as it appeared some weeks
before July 8th 2015, and for some weeks after July 8th 2015, and which was from
a UK Government web site, strongly suggested to me the possibility of general
support in Northern Ireland that included legal representation, which I still
feel very badly in need of, just as I did on October 19th 2015. As my own
efforts up to October 19th 2015 had failed to find “Article 47” type legal
representation, I had hoped Ms Moley might, given time to consider my overall
situation in a holistic way, be able to provide me with it.

As I did not know the original source of the information provided for me by Ms
Anne Burns at the Newry Citizens Advice Bureau, I had hoped Ms Moley, in her
capacity as a professional lawyer, would a) confirm the correctness of the
information, and b), assuming Ms Burns information was correct, that she might
be able, given the time to consider my overall situation in a holistic way, to
help me find a manner of dealing with the "funding for Immigration case workers"
stoppage Ms Burke had informed me about on August 4th 2015.

4) ADDITIONAL POINTS RELATING TO SECTION 3 ABOVE:
a) I feel it might be important for me to now point out to you that Ms Moley
readily accepted, without resistance or objections of any kind, the "set
of six" A4 sheets I left with her at the end of my appointment with her October 19th
2015. Consequently, I felt Ms Moley had fully accepted my instruction, and that
I was then a client of hers.
b) Notes I made on the day after my October 19th 2015 appointment with Ms
Moley, i.e. on October 20th 2015, contain the following text: "She (Ms Moley)
has to think about the things we discussed, and to discuss some of them with her
lawyer colleagues".
c) It was my belief that after discussing my overall situation with her lawyer
colleagues, and after giving some careful thought to the whole overall set of
legal issues involved, that Ms Moley would then write to me for the purpose of
informing me regarding the matter of how best the above-mentioned set of legal
matters might be dealt with. Allowing for the range and the nature of the
difficulties involved, which included several instances of wrongdoing by public
officials and bodies, I was expecting that it might be some considerable time
before I received the letter I believed would follow my meeting with Ms Moley on
October 19th 2015. Also, I anticipated that her letter to me would be written on
McGuigan and Malone Solicitors headed notepaper, and that it would be personally
signed by Ms Moley: as in the manner, for example, that the letter I had earlier
received from Ms Anne Marie Featherstone, referred to in Section 2 above, was
personally signed by Ms Featherstone.
d) The "no live matters" message from McGuigan and Malone Solicitors to me
dated May 16th 2016, which you have referred to in your February 9th 2017
letter to me, was not signed by anybody at McGuigan and Malone Solicitors, as can
be seen on the scanned copy at the following www location:

e) At no point, up to the time McGuigan and Malone Solicitors closed down, which
I understand was on November 1st 2016, have I any recollection of anybody
connected with McGuigan and Malone Solicitors ever informing me -- by any means,
verbal or written -- that I was not a client of McGuigan and Malone Solicitors.
f) When I spoke on the telephone to Ms Moley during my November 11th 2015 to
December 15th 2015 stay at the Canal Court Hotel (Newry), for the purpose of
seeking help with issues arising from the murder attempt on my life which took
place on the afternoon of November 16th 2015, she actually offered to help me,
and never said anything whatsoever to me that would even remotely suggest I was
not a client of hers. Evidence of my stay at the Canal Court Hotel can be viewed

As noted on the Canal Court receipt at the www address just above, several of
the telephone calls I made from Room 215 have not been individually listed on
the receipt. Nevertheless, hotel staff assured me on a number of occasions
during my stay that, if it ever it became necessary, the telephone service
provider used by the Canal Court Hotel would be able to provide precise and
detailed information on all of the external telephone calls I made during my
stay at the hotel, using the Canal Court telephone in Room 215.

5) RE: Your question "Why did you make contact with another solicitor in or
around March 2016?"
'After receiving your email of March 1st 2016 (referred to above),
and allowing for the "maximum of a further two weeks" time-limit (set by Patsy
Heaney) that is mentioned in it, I decided to try and get professional legal
advise as soon as I possibly could on the matter; and, I succeeded in getting an
appointment with Aoife McShane (Lawyer) at "McShane Solicitors" (Newry) for 3
p.m. last Monday (March 7th 2016).'
The text in the paragraph just above is from an email dated March 10th 2016 to
Newry Homecare employee Ms Paula Martin. A copy of the full email, the contents

Before I met Ms Aoifa McShane on March 7th 2016, I vaguely believed, in a
doubtful type of way, that it might be possible, with the help of a professional
lawyer, to quickly get an injunction to prevent Mr Patsy Heaney (Landlord,
Clanrye Properties, Newry) from disposing of belongings of mine that I had
suddenly left after me in the room I was renting from him, 30 minutes or so
after the murder attempt on my life on November 16th 2015 (referred to above).
Up the time I actually discussed my situation with Ms Aoife McShane LL.B, I also
hoped that it would be possible to quickly get the injunction I was thinking
about through a different law firm -- as an entirely separate one-off task --
without further adding to the already complex and convoluted set of instructions
I had given to Ms Moley on October 19th 2015. However, when Ms McShane advised
me that it would only be possible for her to act on my behalf if I signed a legal
paper which enabled her, and McShanes law firm, to fully take over from Ms Moley
and McGuigan and Malone Solicitors, I decided to sign the paper during the
appointment. Another important factor for me, relating to my decision to
hurriedly set about trying to get the injunction I was thinking about, is that
McShanes law firm is located much closer to where I was then staying than was
the office of the now closed-down McGuigan and Malone Solicitors.
For reasons unknown to me, Ms McShane later decided to deviate in major ways
from the "five-point plan" outlined in the March 10th 2016 email referred to at
the www location immediately above, which I had discussed and agreed to at the
end of my March 7th 2016 appointment with her. Among other things, and without
consulting with me in any way, or ever providing me with any explanation that
makes any sense to me, McShanes law firm never did take over my case from
McGuigan and Malone Solicitors.
As you may know, my ongoing difficulties with McShanes law firm were the subject
of a letter I sent through the registered post on October 31st 2016 to Dr.
Frank Geddis, Head of Research and Policy at The Northern Ireland Law Society. A

you that, as evidenced by my abnormally high PSA Count, I might only have a
limited amount of time to resolve the several legal, medical, financial, and
