Dear
Chief Social Security Commissioner Dr Kenneth Mullan,
October 31st 2025 Supplemental Statement –
Appeal Ref: A1/25-26(PC)
In the section immediately below, please find
a supplemental statement in connection
with my appeal (Ref: A1/25-26(PC)). It highlights a key
omission in the “OBSERVATIONS” document attached to the
email dated October
8th 2025 I have received from your Office— specifically, the longstanding difficulties I
have faced in securing legal representation and
appropriate medical treatment for PTSD and complex PTSD
symptoms.
These issues have been referenced in my previous
correspondence, including my registered letters dated
March 31st 2025 and August 26th 2025, and I respectfully
request that they be considered as part of the
Commissioner’s review.

OCTOBER 31ST 2025 SUPPLEMENTAL STATEMENT
To
the Office of the Social Security Commissioner,
I write to respectfully submit this supplemental
statement in connection with my appeal referenced above.
I wish to draw attention to a critical omission in the
“OBSERVATIONS” document attached to the letter I have
received from your Office dated October 8th 2025: it makes
no reference to my long-standing and well-documented
difficulty in securing professional legal advice and
representation — a difficulty that has persisted since
1998 and has been referenced in multiple registered
letters, including my correspondence to UK Prime
Minister Sir Keir Starmer KC MP dated March 31st 2025
referred to at:
http://www.humanrightsireland.com/UKPrimeMinisterSirKeirStarmerMP-Email-Dated-31March2025/RegisteredLetter.htm
and
in my appeal submission dated August 26th 2025 referred
to at.
http://www.humanrightsireland.com/AppealToSocialSecurityCommissioner/26August2025/Report.htm
This issue is not peripheral. It has materially
affected my ability to participate in proceedings,
prepare submissions, and respond to complex legal
arguments. The absence of legal representation over such
a prolonged period — despite repeated, documented
efforts — undermines the fairness of the process and
raises serious concerns under Article 6 of the
European Convention on Human Rights,
United
Nations
Article 8 of the Universal Declaration of Human Rights,,
and Article 47 of the EU Charter of Fundamental
Rights.
In addition, I must highlight a closely related and
equally serious concern: my efforts to obtain proper
medical treatment for PTSD and Complex PTSD
symptoms have also been thwarted at every turn.
This too is referenced in my March 31st 2025 letter to
Prime Minister Starmer. The lack of access to
appropriate care has compounded the difficulties I face
in navigating legal processes and asserting my rights.
It is my belief that this systemic failure — both legal
and medical — has contributed to a pattern of exclusion
and procedural injustice that deserves formal
recognition.

I respectfully request that these issues be
acknowledged and considered in the Commissioner’s review
of my appeal. Their omission from the OBSERVATIONS
document is not merely an oversight; it reflects a
deeper institutional failure that has had real and
lasting consequences.
Thank you for your attention to this matter.
Yours sincerely,
William Finnerty.
