Dear Ms Mahon,
Thank you for your e-mail dated July 9th 2008 (reproduced
below).
As I trust you will understand, I am somewhat confused
regarding the fact that there seems to be two people
connected with the e-mail in question (i.e. yourself and Mr
David King).
At this stage, and now that the warrant for my arrest
thankfully no longer exists, I believe it might be helpful
(from my viewpoint at least) if there was somebody in your
office, or perhaps a closely related office, who I could
communicate directly with by e-mail regarding the core-issue
fact that, despite much effort on my part, and a lot of help
from a senior social worker in Omagh (Mr Gerard Madden), I
have not succeeded (to date) in finding a lawyer -- anywhere
on the Island of Ireland -- who is willing to discuss my
legal rights with me in relation to the European Convention
on Human Rights.
As I have stated in my e-mail of July 6th 2008, a copy of
which can be viewed at

, I would now very much like to achieve full "closure"
regarding the nightmare experience I have been put through
during the past 10 years or so: through the use of Article
13 ("Right to an effective remedy") of the European
Convention on Human Rights.
However, and now that your office has acknowledged receipt
of my July 6th 2008 e-mail, which I find helpful, I feel I
would be prepared to consider any other alternatives (to the
Article 13 one referred to in the paragraph just above) that
the Republic of Ireland Government might be willing to offer
me.
For several reasons, not least the untreated medical
problems I need to somehow (?) get proper treatment for as
soon as possible, a quick settlement which avoided court
action of any kind would (I believe) be advantageous to me:
provided that any such settlement left me feeling that
justice had been done in my particular case.
From the viewpoint of I recovering from the psychological
injuries caused by the so far untreated C-PTSD condition I
now suffer with, all of the medical information I have been
able to locate so far from the Internet suggests that the
injuries in question will simply NOT heal: unless I can
somehow end up -- as soon as I possibly can -- with a
feeling that justice has been done. (Please note that I feel
a very good start has already been made recently, by having
the arrest warrant removed, which I greatly appreciate.)
I feel I should also point out to you (and your colleagues)
that I believe it would be extremely unwise for me (at the
present time) to attempt to discuss any of the matters
mentioned at the

address with strangers on the telephone, or in face-to-face
meetings of any kind: because of the "explosive anger"
C-PTSD symptom I have unfortunately acquired in recent
years.
Fortunately however, I do not have any such problems at all
with written communications; and, I further believe that if
satisfactory progress could be made initially through the
use of e-mails (towards reaching what I felt was a just
overall settlement), then there might well come a time when
the threat of "explosive anger" (coming from me) would
disappear, and thus verbal communications -- should they
ever be necessary to reach what I feel is a just settlement
-- could commence.
