Tina,

Thank you (and Raymond) for calling to see me yesterday afternoon, and thank you for handing me a copy your May 11th 2021 report to Laganside Courts regarding my present situation, a copy of which I have placed at the following www location:
http://www.humanrightsireland.com/BelfastHealthAndSocialCareTrust/11May2021/TinaMillarReport.htm

As you probably know, when I agreed to your proposal of writing to Laganside Courts on my behalf, I believe I made it clear to Student Social Worker Raymond Grant that I would feel obliged to comment on anything in your report which I felt needed commenting on by me.

After you and Raymond left yesterday afternoon I read the report and I would now like to comment as follows:

1) You have referred to Dr Dunlop as my GP. Please know that, although it is stated on my MEDICAL CARD that Dr H Dunlop is my GP, I have never had any appointment with her; and, that the only medical doctor I have ever had appointments with at the Ormeau Park Surgery is Dr David Cheyne GP. Shortly after coming out of hospital last July, I did ask for an appointment to see Dr Dunlop for the purpose of resolving the confusion regarding the fact that she is my GP "on paper", but not in reality (as such). As I recall it, I was refused an appointment on the grounds that Dr Dunlop believed she could not help me in any way over and above the manner in which Dr Cheyne was trying to help me.

Also I have heard of a verbal report in circulation that Dr David Cheyne GP left the Ormeau Park Surgery at the end of December 2020. However, I have never received any written notification of this from the Ormeau Park Surgery, and consequently I am not sure who my GP is at the present time. It is also the case that Dr Cheney's name still appears at the head of the list of doctors on public display at the entrance to Ormeau Park Surgery.

2) Please know that I asked for a second opinion on the "Paranoid Personality Disorder" diagnosis provided by consultant psychiatrist Dr Edgar, because I felt convinced that it represented a deliberate misdiagnosis. I was granted the second opinion: which resulted in the diagnosis provided by consultant psychiatrist Dr Paul Bell in his letter to Dr Cheyne dated November 27th 2018, which he copied to me, and to consultant psychiatrist Dr Lauren Edgar. A copy of the November 27th 2018 in question can be viewed at:
http://www.humanrightsireland.com/ConsultantPsychiatristDrPaulBell/27November2018/Letter.htm

Dr Bell very clearly expressed the view in his November 27th 2018 letter that "Mr Finnerty does have Complex Post Traumatic Stress Disorder", and his letter contains no mention at all of I suffering from "Paranoid Personality Disorder".  I have never received any explanation, or any words of regret from Dr Edgar, or from anybody else in the medical profession, as to why Dr Edgar appears (to me) to have deliberately made it her business to saddle me with a false diagnosis in the way I feel she did.

There is now the additional concern for me about the way that it is the deliberate misdiagnosis (as I see it) of Dr Elders which appears in your May 5th 2021 report to Laganside Courts (Belfast), and not the correct (as I see it) "second opinion" diagnosis of Complex Post Traumatic Stress Disorder provided by Dr Bell.

3) Some kind of a big misunderstanding seems to have found its way into your report regarding the matter of I believing that I am being treated in the same way as assassinated human rights lawyer Rosemarie Nelson. I have no recollection of ever saying, thinking, or believing anything of that kind. A personal opinion I have expressed on a number of occasions, and one which I still hold, is that the extremely violent assassinations of Northern Ireland human rights lawyers Pat Finucane and Rosemarie Nelson, in the midst of "The Troubles" during the final part of the last century, and the fact that, in so far as I am aware, nobody has ever been charged with any offence in connection with either of these two extraordinarily violent murders, has long appeared to me to be a major obstacle for people like myself who try to "push back" -- albeit by peaceful and lawful means -- against wrong doing "at the hands of individuals and public officials and bodies" (the words of Dr Michael McCavert in the "To Whom It May Concern" copy of the attached letter dated October 28th 2005): when it comes to people like myself finding legal advice and representations of the kind which recognises and supports human rights law in the very meaningful, purposeful, and high integrity ways (as I see it), that I believe Rosemarie Nelson and Pat Finucane did. In other words, their very vicious murders still act, and may continue to act for a very long time I suspect, as a powerful deterrent for all lawyers who might wish to follow in the legal service footsteps of Pat Finucane and Rosemary Nelson; and, hence perhaps the enormous difficulties I have been experiencing during the past 24 years or so of trying to find proper legal advice and representation? As I recall it, I handed Dr Edgar a copy of Dr Michael McCavert's October 28th 2005 "To Whom It May Concern" letter to Dr Edgar during my first appointment with her, which I left with her.

4) The incident which has resulted in the present extant warrant for my arrest in the Republic of Ireland relates to the fact that in 2014 somebody covered one of the front windows of my home in New Inn, Ballinasloe, County Galway, Republic of Ireland, with black paint (from the outside), for the purpose of hiding a sign (on the inside) containing the address of my www.humanrightsireland.com web site. As a  direct result of I reporting this matter to An Garda Siochana (the Republic of Ireland Police), I ended up being charged with assaulting a member of An Garda Siochana. As I have never assaulted any Garda officer, there cannot possibly be any real evidence that any such assault ever occurred. To the best of my knowledge, nobody has ever been charged with any offence regarding the matter of one of the front windows of my home being covered in black paint, which is still on the window according to what my brother (Mr Gerald Finnerty) has informed me in a recent telephone conversation. In connection with your query of yesterday afternoon relating to the possibility of I returning to the Republic of Ireland in the event of I being evicted from my present address in Belfast in the near future, I have reason to believe that if I get arrested in the Republic of Ireland in connection with this false claim that I assaulted a Garda police officer in 2014, bail might well be set at 10,000 Euros, or possibly much higher in my particular case; and that, I could be tried at any time -- in a "kangaroo style" court (i.e. a "no jury" type of court hearing) -- in any court that the Garda Siochana use in the Republic of Ireland.

5) I had a phone call this morning from Gerard Forrestal (Welcome Organisation) and, assuming I understood him correctly, he seems to believe that at the present time his organisation will be unable to help me regarding the provision of alternative accommodation in the event I become homeless. This is directly because of the unsecured loans against my home in the Republic of Ireland. As you will know from earlier correspondence of mine, I do not feel I can use the services of Patrick Hogan & Co again unless and until such time as lawyer Brendan Glynn provides me a with meaningful explanation as to a) why he failed to turn up at my court hearing in Loughrea District Court in July 2015, and, b) why Patrick Hogan & Co refused requests from my brother (Gerald Finnerty) and my late half-sister (Marjorie Dolan), to secure the loans I first started to receive from them against my home in County Galway in 2007. To date I have not received any reply to the letter I sent regarding these two matters through the registered post to Republic of Ireland lawyer Brendan Glynn on October 12th 2020, a scanned copy of which can be viewed at:
http://www.humanrightsireland.com/LawyerBrendanGlynn/12October2020/RegisteredLetter.htm

Please know that, for safekeeping purposes, the deeds of my home in County Galway have been lodged with Patrick Hogan & Co since the mid-1980s.

Kind regards,

William.
