Thank you for your draft "2nd opinion" assessment based on my hour long appointment with you on August 29th, which I received on September 28th. It seems that Yvonne McCambley (Medical Secretary) had earlier sent me letters that I never received. As I felt I needed more time to consider the contents of your draft assessment, I emailed Yvonne McCambley early on October 1st regarding this matter. Due to the 60 minute time restriction of my August 29th appointment with you, there were a number of issues connected with my situation which I was unable to relate to you during the appointment, which are not mentioned in your draft assessment, and which I suspect you may be unaware of. With this in mind, I now wish to respond, in an overall  way, to your "2nd opinion" draft assessment as set out in the following list:
1) For several years now I have owned my own home ("St Albans") in the Republic of Ireland (in the village of New Inn, County Galway), and I wish to be able to return to live in it. The home of my brother (Gerald Finnerty), and the home of my half-sister (Marjorie Dolan) are both located in the same village. On account of the difficulties I ran into with "public officials and bodies" immediately after I returned to live in Galway in 1998, and the fact that there were some fairly small jobs that needed doing in my own home before I moved in, such as carpet laying for example, I never actually did move in; and, instead stayed in my brother's home on what I believed would be a short-term temporary basis. In the meantime, and as a result of having to live in "forced exile" for several years between then and now, because that was the only way I could avoid being corruptly criminalised in the Republic of Ireland, my home in New Inn has since gone derelict, and it will require a considerable sum of money to make it habitable again.

Also, and allowing for the fact my older brother has had a number of medical problems in recent years, which have involved hospitalisations, I would like to be able to go to see him (and my half-sister) in the Republic of Ireland: without having to run the risk of being arrested and imprisoned in connection with false claims that I have committed crime in the Republic of Ireland. (Please know that I do not have any criminal convictions from any of the several different jurisdictions I have lived in.)

I have not seen my brother or half-sister since the early part of July 2015, and I do not know when, if ever, I will see them again: having due regard for the unresolved problems relating to my present legal situation, as referred to below.

When I came to Northern Ireland in July 2015 it was my belief that, under the terms of Article 18 ("The right to asylum") of the CHARTER OF FUNDAMENTAL RIGHTS OF THE EUROPEAN UNION, I would be able to receive the professional legal help I needed in order to return safely to the Republic of Ireland, within a few weeks, or at most a few months. Further information relating to this belief of mine, and the people I tried to communicate with regarding it, can be found in the copy of the email dated July 28th 2015 at:

2) As far as I know, there is still an extant warrant for my arrest in the Republic of Ireland which I understand was issued on July 8th 2015. I sent an email regarding this matter to Ms Josie Mulherin, Clerk of Loughrea District Court (County Galway) on July 9th 2015, a copy of which can be viewed at:

In addition, I sent a signed printout of this email through the registered post to Ms Mulherin, also on July 9th 2015. A scanned copy of the registered letter, together with scanned copies of the associated Royal Mail post office receipt, and the Royal Mail "Proof of of Delivery Note" can be viewed at:

To date, I have never received any reply of any kind from anybody to either the July 9th 2015 email, or to the associated July 9th 2015 registered letter referred to in the paragraph immediately above. Consequently, I have no way of knowing if they were received by the people I tried to send them to. More importantly, I still do not have any tangible evidence of the existence of an extant warrant for my arrest in the Republic of Ireland, which is making it difficult for me to get legal representation here in Northern Ireland, as I have related to Ms Louise Arthurs (Lawyer) at the Belfast Branch of the Northern Ireland Law Centre in my August 4th 2017 email to her at:

3) There is no reference in your "draft assessment" of the letter I sent to you through the registered post on August 17th 2018, and as far as I can recall, you did not mention it to me when I saw you during my appointment with you on August 29th. Consequently, I do not know if you have received this registered letter. If you have not received it, please know that a scanned copy of it, together with scanned copies of the associated Post Office receipt and the Royal Mail "Proof of Delivery Note" can be viewed at:

4) I have long believed that the ongoing mental torture I feel I have been put through for the past 20 years or so is in large part a product of what I see as the "Republic of Ireland's judicial corruption problem", which I have referred to in the text of my August 17th registered letter to you (referred to in 3 above). As you can see, the piece of text in question contains a link to an email I sent to the Northern Ireland Justice Department dated August 8th 2018, in which I outlined several parts of the overall "WRONGDOING BY PUBLIC OFFICIALS AND BODIES IN THE REPUBLIC OF IRELAND". An important aspect (for me) of the "Republic of Ireland's judicial corruption problem" is that I have never been able to find any professional legal representation in the Republic of Ireland which recognises and supports (in practical ways) what I see as certain crucially important parts of the Constitution (i.e. the SUPREME LAW) of the Republic of Ireland, which is also known as "Bunreacht na hEireann". Among the most important of the parts which I believe are being all too often violated is Article 6.1, which reads (in full) as follows:

“All powers of government, legislative, executive and judicial, derive, under God, from the people , whose right it is to designate the rulers of the State and, in final appeal, to decide all questions of national policy, according to the requirements of the common good.”

The above statement has always appeared to me to be powerfully representative, and supportive of, what many now regard as the best definition there is of what a modern, genuinely democratic, republican government should be, as defined by former President of the Republic of the United States of America Abraham Lincoln, using the words "government of the people, by the people, for the people".

The first "hard evidence" of the Article 6.1 violations I came across involved plans for a large rubbish dump in Kilconnell (East County Galway), which was later constructed and opened (only to be mysteriously shut down not all that long afterwards), and which is located a few miles from my home in the village of New Inn. A second element of the "Republic of Ireland's judicial corruption problem" relates to the policing and enforcement of human rights law. This same difficulty also appears (to me), based on my own personal experiences, to be something of a problem in Northern Ireland, and in England as well. A third element of the "Republic of Ireland's judicial corruption problem" relates to violations of the international United Nations Aarhus Convention, which I tend to think of as a very important part of human rights law, and which, it appears to me, provides huge potential for local communities to protect their local environments. The first environmental issue to concern me when I returned to retire (from working freelance in the electronics industry) in New Inn involved a plan by Galway County Council to locate a "Super Dump" close to the world famous Turoe Stone, which, is (or was? -- I'm not sure where the Turoe Stone is at the present time?) located a few miles from my home; and, which is as far as I know, the most important piece of ancient Celtic stone-art in the world. 5) For the time being at least, and following a lengthy period of careful consideration, I have decided it would probably be best for me to avoid taking the medications (Sertraline and Olanzapine) which you have suggested I consider. This is partly because of concerns relating to the associated side-effects I have read about, and partly because I have had some very bad experiences in the past with medications in this category. I have been completely free of such medications for many years now, and I would prefer not to get involved with them again if possible. Also, deep down, and for many years now, I feel I am far more in need of professional legal representation of the kind which recognises and supports (in practical ways) constitutional law and human rights law, than I am of psychiatric type medications.

Nonetheless, if at any time in the future I feel the C-PTSD (Complex Post Traumatic Stress Disorder) / PTSD (Post Traumatic Stress Disorder) PTSD type symptoms I suffer from become too much for me to cope with, without the help of psychiatric medications, it is my intention to ask Dr David Cheyne GP, my present  GP, to provide me with a prescription for the Sertraline and Olanzapine drugs you have kindly informed me about.
The C-PTSD / PTSD  type symptoms I am suffering from are, as I see things, the direct result of being at the receiving end -- for the past 20 years or so -- of what I have come to see and to think of as a combination of "government corruption, crime, cover ups, bullying, and impunity". 6) I believe I would benefit from "talking therapy" with a professional therapist at the present time: provided the therapist recognised and was supportive of (in practical ways) the principles set out in the CHARTER OF FUNDAMENTAL RIGHTS OF THE EUROPEAN UNION which, as I understand it, came fully into force in December 2009.

In connection with my present situation, Article 47 of this Charter seems particularly important to me, and a slightly edited version of it reads as follows:

"Article 47

"Right to an effective remedy and to a fair trial

"Everyone whose rights and freedoms guaranteed by the law of the Union are violated has the right to an effective remedy before a tribunal in compliance with the conditions laid down in this Article.

"Everyone is entitled to a fair and public hearing within a reasonable time by an independent and impartial tribunal previously established by law. Everyone shall have the possibility of being advised, defended and represented.

It is my understanding that the CHARTER OF FUNDAMENTAL RIGHTS OF THE EUROPEAN UNION consolidates and enshrines the broad array of rights afforded to citizens of the European Union, and that, for people living in the UK (i.e. the United Kingdom of Great Britain and Northern Ireland), such rights include those contained in the UK Human Rights Act 1998, and in the European Convention on Human Rights.

I have always totally believed that the October 28th 2005 diagnosis provided by Dr Michael McCavert GP was entirely correct. I included a copy of his diagnosis with the registered letter (referred to in Section 3 above) which I sent to you on August 17th 2018. The main reasons I have always believed, and continue to believe, that Dr McCavert's diagnosis is entirely correct are because:

a) Since around Year 2,000 I have constantly been suffering from the set of symptoms listed at the www address immediately below, which are listed under the heading "Common symptoms of PTSD and Complex PTSD that sufferers report experiencing" at:

b) While living in Omagh (County Tyrone, Northern Ireland), and with the help of Senior Psychiatric Social Worker Gerry Madden, who is mentioned in Dr McCavert's "To Whom It May Concern" letter referred to above, I was provided with disability benefit for C-PTSD on account of the living difficulties I was experiencing at the time, and which have not altered significantly since then.

I believe Gerry Madden was influenced by the fact that I identified very strongly with the contents of an Irish Times Article written by Psychologist Dr Marie Murray titled "Dealing with injustice", a copy of which he handed me on April 19th 2006: particularly the statement "It is excruciatingly visceral".  A copy of this "Dealing with injustice" publication can be viewed at:

c) While living in Galway (Republic of Ireland), and in connection with help I received from Republic of Ireland Consultant Psychiatrist Dr Anne Jeffers, I was also diagnosed as suffering from C-PTSD, and accordingly provided with disability benefit on account of the living difficulties I was experiencing. Later, the Republic of Ireland authorities informed me they were going to merge these disability payments with my claim for the old age pension (which fell due at a later time); and, for no good reason that I know of, they then went on to refuse to pay me either. For several years following that my brother (Gerald Finnerty) and my half-sister (Marjorie Dolan) paid me my old age pension, in effect. This is the main reason I needed to start borrowing money from them several years ago against my home in New Inn. I feel I should also point out that I have been advised (many months ago) by the Citizens Advice Bureau in Central Belfast that I would still be entitled to claim disability allowance in connection with the C-PTSD type symptoms I suffer from. However, I felt it would be futile for me to apply for them in circumstances whereby I did not know what the final outcome was of the several "assessment appointments" I had with Consultant Psychiatrist Dr Mark McCauley and Consultant Psychologist Dr Elizabeth McMonagle at Daisy Hill Hospital in Newry during 2015 and 2016. 9) Since Dr Michael McCavert GP provided me with his "To Whom It May Concern" letter dated October 28th 2005 (referred to above), there have been two incidents which I view as "specific life threatening single traumas" of the kind associated with PTSD (Post Traumatic Stress Disorder). Since the first of these occurred, I have believed that I am suffering from both PTSD, and from C-PTSD (Complex-Post Traumatic Stress Disorder). The second "specific life threatening single trauma" occurred for me on November 16th 2015 at 31 Kilmorey Street, Newry. Due to the time restrictions relating to my August 29th appointment with you I was unable to inform you regarding this murder attempt incident. 11) A significant proportion of my old age pension has been disallowed because of the fact that a) I own my own home in the Republic of Ireland (referred to in Section 1 above), and b) that the loans I have received from my brother and half-sister against my home have never been secured against it. 12) One of the reasons I have delayed this letter to you is that I have been waiting to see if I received any reply to an email I sent to Republic of Ireland Chief Police Commissioner Drew Harris on October 5th 2018, which was titled "A new way to report corruption in the Republic of Ireland". To date, I have not received any reply of any kind from Mr Harris, or from any of his colleagues in An Garda Siochana (Republic of Ireland Police), to the email referred to at the www location immediately above. Please note that, for technical reasons beyond my control, the dozen or so "Internet Hyperlinks" provided in the "Related Open News Topics" section below will appear as "dead text" in this "Indymedia (Ireland)" comment.
