1)
Following a telephone conversation I had with my brother
Mr Gerald
Finnerty on the evening of
July 8th 2015, it was my understanding that earlier in
the day, in connection with what I see as a false claim that
on the evening of
July 16th 2014 I committed crime against
Loughrea based
Garda (Republic of Ireland Policeman) Brendan Quirke QA 517, a warrant was issued for my arrest by
Judge
Geoffrey Brown at
Loughrea District Court, County Galway, Republic of
Ireland. Further information relating to this matter

letter in question was delivered on "13/07/15".
The July 9th 2015 registered letter referred to above was very closely
related to an email I sent approximately one hour and 20 minutes earlier on July 9th
2015, and a slightly edited copy of the email in question can viewed at:

Please know that I have never received any reply from Clerk of the Court Ms
Josie Mulherin to the above-mentioned registered letter of July 9th 2015, or to the above
mentioned July 9th 2015 email. It is however the case that I have
indirectly received a number of verbal reports relating to an extant warrant for my arrest in the Republic of Ireland from people other
than my brother, and these include, for example, a report I received verbally some
months ago from
Mental Health Social Worker Ms Tina Millar (Belfast Health and Social Care Trust), who I understand
had spoken on the
telephone with somebody at
Loughrea Garda Station on my behalf and at my request, and that the
person she spoke with confirmed there was an extant
warrant for my arrest at the time in question.
(2) I have never believed I committed any crime against Garda
Brendan Quirke QA 517 on July 16th 2014, and consequently I do not believe there can
be any real, truthful evidence in existence which would support such a claim. I have always seen
the decision to charge me with a criminal offence as a ploy to discredit me,
and to deflect public attention away from the
"wrongdoing" by
"individuals and public officials
and bodies" of the kind referred to by my former
GP, Dr
Michael McCavert, in his
"To Whom It May Concern Letter"
dated

Garda Brendan Quirke QA 517 visited my home on the evening of July 16th 2014 after I
had spoken
on the phone to a member of an Garda Siochana at Loughrea Garda Station
regarding the fact that somebody had painted black paint over one of the
front windows of my home in New Inn, County Galway. The purpose of the
black paint seems (to me) to have been to make it impossible for people to
read
the address of one of my web sites (named
http://www.humanrightsireland.com)
which I had placed on the inside of the widow, and which contained
information about the world famous
Turoe Stone (circa 150 BC),
which is arguably the most important piece of ancient Celtic stone-art
we know of; and, which had some months earlier been removed from the
local area, where it had stood for many centuries. At the time, very few
local people seemed to know that the Turoe Stone had been removed from
the local area, and, having only recently heard about it myself, I
quickly placed information about this at the

'Towards the end of a conversation which lasted for approximately 10
minutes or so in New Inn village (County Galway) on July
16th 2014, during which Garda (Police Officer) Quirke QA
517 laughed openly at William Finnerty on a number of occasions
(despite a number of peaceful and polite requests from William Finnerty
for him to stop doing so), Garda Quirke then eventually informed William
Finnerty that everything he (William Finnerty) had said to him was "all
bulls**t". William Finnerty then placed a copy of a three-page
"marked up" e-mail titled "The present location of the
world-famous Turoe Stone?" into Guard Quirke's right-hand shirt
pocket in the hope that he would take it back to Loughrea Garda
Station and discuss the contents with his colleagues. Guard Quirke
responded immediately to this by saying: "That
was an assault, and I am going to arrest you for assault":
which he did.'
As far as I know, no
investigation has ever been carried out by An Garda Siochana regarding
the matter of who applied the black paint to the front window of my
home, and consequently nobody has ever been charged with any offence in
connection with this crime.

Some days before the July 8th 2015 court hearing my brother (Mr Gerald
Finnerty) suddenly informed me that he had been contacted by lawyer
Mr Brendan Glynn, of
the law firm Patrick Hogan & Co, Ballinasloe, County Galway, who
informed him -- without any explanation that I knew of at the time -- that he (Mr
Glynn) would not be attending the Loughrea District Court hearing on
July 8th 2015 to defend me. On learning of this I hurriedly tried to find another
lawyer to represent me at the July 8th 2015 Loughrea District Court hearing. Unable to
find an alternative lawyer in the Republic of Ireland to represent me in the short amount of time
then available to me, I decided to leave the Republic of Ireland
jurisdiction, and to instead seek the legal help I needed in the Northern Ireland
jurisdiction.

As you will know, in July 2015, the
United Kingdom of Great Britain and
Northern Ireland was part of the
European Union, and
I had hoped that I would be able to find
professional legal advice and representation
in Northern Ireland of the kind which recognised and supported human
rights law and constitutional law in practical, meaningful, and holistic ways.
It seemed to me, for example, that
Article
47 ("Right to an effective remedy, and to a fair trial" of the
CHARTER OF FUNDAMENTAL RIGHTS OF THE EUROPEAN UNION might be ideal
for the purpose of dealing with my "arrest warrant situation" in a just
manner.
However,
and although my efforts to find such legal help in Northern Ireland
are still ongoing, it now appears to me to be unlikely -- after
6 years
and 6 months or so of trying my best, but without any
success -- that I will ever succeed in
finding such legal help in Northern Ireland. A fairly recent outline

On
November 2nd 2021, and in the hope that he might be able to
help me in some way, I also sent a registered letter to
UK Prime
Minister Boris Johnson MP for the purpose of trying to communicate to
him (and others) the very long-standing difficulties I have been experiencing
with finding professional legal advice and representation of the kind I

To date I have not received any reply of any kind from UK Prime Minister
Johnson MP-- not even an acknowledgement of receipt -- and consequently
I have no way of knowing if he is in any way aware of the letter I
sent to him through the registered post on November 2nd 2021.
6) The main reason I am writing to you just now is to ask you, if you would
please, to
arrange for me to be provided with
some tangible evidence which clearly
shows that
1) a warrant for my arrest in the Republic of Ireland really
does exist, and
2), if it does exist, that it is
an existing warrant at the present time. Should it be that there is an extant warrant for my
arrest in the Republic of Ireland at the present time, I now feel I will need
to soon take steps to deal with it through people in the Republic of Ireland,
and any guidance you might be able to let me have regarding this would
be much appreciated.
In connection with the fact that I suffer with
PTSD and
C-PTSD (Post Traumatic Stress Disorder and
Complex-Post
Traumatic Stress Disorder) symptoms please know that, from my viewpoint at least,
consultant psychiatrist Dr Paul Bell and his mental health colleagues in the medical
profession nevertheless still appear (to me) to be completely ignoring the existence of
the registered letter I sent to him through the registered post on
November
3rd 2018. Consequently, I now believe there is very little chance of I
ever receiving any proper medical treatment from
a suitably experienced psychiatrist or psychologist for the PTSD and
C-PTSD injuries I suffer from. A scanned copy of my November 3rd 2018 registered

Northern Ireland Senior Mental
Health Social Worker Mr Gerard Madden, to the then
Republic of Ireland
Minister for Justice Michael McDowell TD, which contains reference to
the fact that my efforts to secure proper legal representation
"have been thwarted at every turn". This thwarting of my efforts
to get proper legal representation has not changed for me since 2005; and, it is
also the case that my efforts to get proper medical treatment for my
PTSD problems have also
"been thwarted at every turn".
From my viewpoint the legal profession, and the mental health branch of
the medical profession, have throughout appeared to me to be working
hand-in-hand together with each other for the purpose of covering up what Dr McCavert GP has
referred to in his October 25th 2005 letter as wrongdoing
"at
the hands of individuals and public officials and bodies",
which
I have been at the receiving end of for a continuous period of well over twenty
years up to now, and still without any sign of an "effective remedy"
in sight for me.

likely violations of the
constitution of the Republic of Ireland (Bunreacht na hEireann), by

7) I feel I should point out that I am now under considerable pressure to
find a timely and meaningful
"effective remedy" to my
"legal and medical problems" by virtue of
a potentially life-threatening prostate problem. Evidence of this

I have been delaying surgery for this prostate problem since
2008, largely on account of the way that some very senior members of the
mental health section of medical
profession appear to me to be in a position to commit what I see as
serious forms of wrongdoing against me connected with their tacit support relating to certain
"DUTY OF
CARE" and
"DUE PROCESS" issues, and which
they appear to me to be able to do with impunity: as evidenced for example by the way that
consultant
psychiatrist Dr Paul Bell and his colleagues continue to act -- from my
viewpoint at least -- as though I never even wrote the
letter I sent to Dr Bell through the registered post on November 3rd 2018
(referred to above in Section 6).

Also, my deep reservations regarding the matter of I submitting myself
for prostate surgery are being added to in major ways by the fact that, as
far as I know,
I can be evicted at very short notice from the address I
am at resent living at in Belfast. Evidence of this set of

This unresolved eviction problem of mine has arisen as a direct result
of the fact that law firm
Patrick Hogan & Co (referred to above
in Section 4)
refused -- for some reason unknown to me -- to secure loans against my
home in the Republic of Ireland which I arranged (sometime around 2007)
to receive from my brother (Mr Gerald Finnerty) and my half-sister (Ms
Marjorie Dolan, who died in February 2021). Additional information

Although lawyer Brendan Glynn did offer to legally secure the loans
against my home in 2019, apart from coming 12 years too late, the arrangement Mr Glynn
offered in 2019 required
me to have independent professional legal representation in Northern
Ireland, which I did not have, and which I still do not have.
9) There is another legal problem for me in the Republic of
Ireland in that every five months or so, for the past few years, I have
been receiving emails and/or letters via my Galway address, from
Hayes Solicitors in Dublin
who are acting on behalf of a Republic of Ireland lawyer named
Connor MacGuill.
Mr MacGuill
, and Hayes Solicitors apparently, believe he is entitled to claim damages from me in connection
with alleged wrongdoing being committed against him, and which he believes I, together with others,
are, or have been, subjecting him to.

best go about dealing with it: having due regard for the fact that I am
still living in Northern Ireland at an address from which I can be
evicted from at very short notice I suspect; still without any direct access to
professional legal advice and representation of the kind which
recognises and supports human rights law and constitutional law in
practical, meaningful, and holistic ways; and, in addition, that I am still without any proper
professional medical
treatment for the PTSD / C-PTSD type injuries I am suffering
from.
