to me the people of
Usk (County Kildare, Republic of
Ireland) badly need to have their case heard before a jury.

Yes, and it uses a "Trial by Judges" arrangement
- and not a "Trial by Jury" one.
Personally, I cannot
think of anything more supportive of corruption and tyranny
than a legal system which operates exclusively on "Trial by
Judges".
People were well aware of this fact as far
back as the 1200s at least - and hence the Magna Carte (issued
in 1215 AD), which (in part) is still in use of course in the
Republic of Ireland, though nowhere nearly as much as some
(including myself) would like it to be.
It's backwards
into the depths of tyranny the European Union is heading at
the present time.
